Recruitment Policy under SRO-202, Here’s what Government has to say, J&K

Recruitment policy under SRO-202 provide for time-bound appointments : Govt

The Jammu and Kashmir Special Recruitment Rules, notified vide SRO 202, provide for filling up the vacant posts in various departments in a time-bound manner and an appointee shall be initially on probation for a period of five years, the government said.

In a written reply to a question by MLA Er Abdul Rashid, the government said that a person appointed under these rules shall be initially on probation for a period of five years and after completion of five years his service shall be declared as permanent subject to passing of such tests, or successfully undergoing such training, as provided under the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956 or as prescribed under the relevant recruitment rules governing the post/service to which he has been appointed.

The appointee shall have to necessarily work for a period of five years on the post against which he has been appointed.

Such an appointee shall not be eligible for transfer, for whatsoever reason, during the temporary service of five years, it according to GNS said. “Provided that any person appointed against any available vacancy on the basis of being a resident of a backward area or an area adjoining Line of Actual Control shall serve in such areas for a period of not less than seven years.

During the first five years, the appointee shall be entitled to the minimum of scale of pay along with the grade pay applicable to the post against which he is appointed.” After completion of the five years’ period on probation, every appointee shall be entitled to fixation of pay in the time-scale of pay applicable to the post against which he is appointed.

The government said the recruitment policy aims at fast tracking the recruitment process for speedy implementation of the development projects, enhancing the outreach and quality of public service and providing good governance to the citizens of the State through greater access, inclusivity and equity in the decision making process, the government said on Thursday.

The government said that it also aims at filling up “chronic and critical” manpower gaps in remote and backward areas of the State and vital social sectors such as Health and Education that have a direct and significant bearing on human resources, capabilities and quality of life.

It also aimed at progressively making the public service performance-linked by placing the new entrants on probation of five years of service and to be assessed on clearly specified and monitorable benchmarks of performance, it said. It also intended to reduce the cost burden on Government exchequer on account of new recruitment, it added
