For the speedy formulation of Zonal Plans, the Government of J&K has decided to augment the technical expertise available to it by inviting Subject Experts/Specialists/Consultants to participate in the formulation of Zonal Plansof Katra Town. In order to widen the participation of Experts/ .you are at jkupdates.Specialists/Consultants, it has also been decided that the required number of years of experience for Il.xpens Specialists/Consultants in each field be lowered to 10 (ten) years instead of 20 (Twenty) years as advertised earlier.

TPOK/TPOJ /SI)A/JDA/KDA in pursuance to Government communique Nos: FIUD/09/2017/SDA dated: 03.04.2017 and HUI)/-0912017/SDA dated: 26.04.2017 received from Housing and Urban Development Department J&K, invites applications for the hiring/engaging .you are at jkupdates.Professional services of subject Experts/ Specialists/Consultants having requisite qualification and working experience purely on contractual basis for a period of Twelve (12)months from the date of signing of agreement for the preparation of Zonal Plans olXatra Town. as per the following eligibility criteria, monthly enumerations, and Terms & Conditions.

Terms and conditions:

Interested candidates having required qualification and experience in the subject sha I submit their application as per the prescribed format (Annexure-A) along with all self attested testimonials via. PRC, Date of Birth, Qualification and experience Certificates either in person to the Office of the KDA or through email to [email protected] a period of twenty one (21) days from the date of publication of this Notice. PRC shall not be applicable to Subject Experts/Specialists/Consultants from outside J&K state. Those candidates who have already applied need not apply again.

The eligible candidates shall be called for interview on the date and venue to be specified separately.

No TA/DA shall be paid for appearing in the inteniew.

Mere calling for interview shall not entitle the candidate for selection.

The interview shall be conducted by the Committee to be constituted by the Government.

The selected candidate shall enter into an arrangement with this office that they shall not claim any future engagement on the basis of service rendered or leave the assignment before die completion of contract period. An affidavit duly attested by 1″ Class Judicial Magistrate to this effect shall also be produced by the selected candidates.

The experts shall be required to produce their inputs as advisories/opinion/policies/strategics etc. both in hard and soft format to the competent authority for assessment of their performance and delivery.

The experts inputs including the project work shall remain the property of the J&K State and shall not be reproduced anywhere without the prior permission of the competent authority.

The Subject Experts/Specialists/Consultants shall have to give undertaking that they will remain available as per the requirement of the office and shall be paid remuneration subject to full satisfaction of die office.

In case any selected candidate turns defaulter midway, he shall be penalized by recovery of MI payment already made.

The engagement/hiring period may be further extended by maximum one year (12 months) on the approval of the Administrative department.

The competent authority reserves the right to terminate the contract/agreement at any stage of assignment without assigning any reason thereof and for any dispute between the parties; settlement shall fall within the jurisdiction of Courts of J&K State only.

Boarding and lodging shall be provided to the Subject Experts/Speciali sts/Consultants byKatra Development Authority.The experts shall necessarily complete minimum 40% work of their assignment stationed at Kama.
Environment & Ecology	Masters in Environmental Planning/F.nvinmmental Sciences/ Landscape Architecture with minimum 10 (Ten) years of relevant experience in Landscape and Ecological Planning. empanelled to developmental authorities in India.	1	Guidelines       for licolo•, Environment   & Landscape       conservation;            Environmental framework for Impact assessment of development on natural environment meeting all laws & regulations; Revival strategy of lakes. water bodies. wetlands: Policy for connecting Urban Green-Spaces; etc.
Economic/ Financial	Master’s in Public Administration/ Business Management/ with Economics/Finance ith minimum 10    enears of (T ) y relevant experience in infrastructure development, planning, investment and implementation.	I	Guidelines for sustainable Economic growth 8:         balanced          development            of         Region:Identification  of         potential            sectors for investment with applicability of diverse economic models; Funding mechanism to achieve proposed infrastmcturc; Development for Agriculture & Industrial sector, Roadmap of investment Sc action plans with Resource mobilization; etc.
Urban Sociologist	PM) /Masters in Urban Sociology /social work with minimum 10 (Ten) years’ of relevant experience in community related field work. Transport/ Mobility	Masters in Transport Planning/relevant experience in urban transport planning with minimum 10 (Ten) years of experience including practical experience in transport project implementation, multi modal transport planning, integration on non motonsed transport having undertaken projects of linking urban planning and transport design greenway projects, planning for mass transport system in metro cities such as fins	1	Formulation of urban transport strategy for local area/zones; Guidelines for achieving (TOD) Transit Oriented Devclopmenr, Infrastructure Manual for Non-Motorised Transport (NMI); Guidelines for Traffic Impact Assessment (TIA); Integration Plan of proposed BRTS, WT’S with existing/ modified Public Transport System; Detailed design for road improvements and critical junctions; Detailed Traffic Management Plan; etc.
