Whereas, J&K Service Selection Board vide No.SSB/Secy/Se1/2017/1046470 dated 09.10.2017 forwarded the select list of the candidates for the post of Junior Scale Stenographer .u r at JK Updates. (State Cadre) to the Labour and Employment Department;
Whereas, Labour and Employment Department vide No. L&E/Emp/35/2014 dated 09.11.2017 forwarded the aforesaid list, and conveyed approval for issuance of formal appointment orders in favour of the selected candidates;
In view of the above, sanction Is hereby accorded to the appointment of the following candidates as Junior Scale Stenographer in the pay scale of Rs. 9300-34800 + Grade Pay of Rs. 4200 on temporary basis against the available posts under SRO-202 dated: 30.06.2015.
The appointment of the above candidates shall be subject to the following terms and conditions as laid down under SRO 202 dated: 30.06.2015:
The appointees shall be initially on probation fora period of five years and after completion of five years of their service shall be declared as permanent subjectto passing of such tests, or successfully undergoing such training, as provided under the Jammu and Kashmir Civil.u r at JKUpdates. The appointees shall have to necessarily work for a period of five years on the post against which they have been appointed and such appointee shall not be eligible for transfer for whatsoever reason during the temporary service of five years.
During the period of first five years, the appointees shall be entitled to the minimum of scale of pay along with the grade pay applicable to the post against which they are appointed.
Every appointee shall after completion of five years period on probation be entitled to fixation of pay in the time scale of pay applicable to the post against which they were appointed.
The appointees shall be entitled to annual increments, Dearness Allowance, House Rent Allowance and City Compensatory Allowance after successful completion of their five years service on consolidated salary.
The appointees shall be entitled to the benefits under the Medical Attendance Rules and Leave Rules from the date of their appointment itself.
The seniority of the appointees shall reckon from the date of their appointment.
The period spent on probation/consolidated salary shall also reckon for purposes of calulating the qualifying service of these appointees for pensioner and other benefits provided under rules.
In the matter of other conditions of service like age, qualification, discipline, conduct and other allied matters, appointees under these rules shall be governed by the recruitment rules of the service to which the post occupied by them belongs, besides other rules, regulations and orders in vogue in the State Civil Services in general.

Further, the appointment shall be subject to the following conditions:
a) The appointees shall report to the Directorate of Employment, 2nd Floor, Auqaf Complex, Gandhi Nagar, Jammu within a period of 21 days from the date of issuance of order.
b) They shall produce the following documents in original at the time of joining the department.
Date of Birth certificate.
Permanent Residence / State Subject Certificate.
Category certificate, if any, issued by the competent authority.
No Demand Certificate from concerned DE&CC & DIC.
c) The salary of the appointees shall be drawn and disbursed only after the receipt of the Character and Antecedents verification report from the verifying agency. In case, any appointee is adversely reported upon by the verifying agency i.e. CID, he/she shall have no claim to hold the post and the appointment shall stand automatically cancelled without any further notice.
d) This order is issued subject to outcome of any writ petition (s) pending in the competent court of law.
