Health & Family Welfare Department Select list for Medical Officers Allopathic

Select list for the posts of Medical Officers (Allopathic) in the Health & Family Welfare Department – Appointment/Postings of Medical Officers thereof.

WHEREAS, taking cognizance of lack of proper medical care facilities in the rural/peripheral areas of UT of J&K due to acute shortage of Medical Officers, the Health & Medical Education Department worked out a proposal to utilize all the vacancies of Medical Officers including those earmarked for Leave, Training & Deputation Reserves by referring the vacancies to the J&K Public Service Commission for selection purpose on fast track basis in the larger public interest.

AND WHEREAS, in order to overcome the shortage of doctors in the Health Institutions of the UT of J&K, the Health and Medical Education Department moved a proposal for enhancement of strength of Medical Officers earmarked under Deputation and Training Reserves of the J&K Health and Family Welfare (Gazetted) Service.

AND WHEREAS, in compliance to the State Administrative Council (SAC) Decision No. 211/21/2019 dated 13-09-2019, followed by Government Order No. 821-HME of 2019 dated 16-09-2019, the Health and Medical Education Department enhanced the Deputation Reserves from existing 4% to 20% and Training Reserves from existing 6% to 20% of the sanctioned regular duty posts in respect of Medical
Officers of the J&K Health and Family Welfare (Gazetted) Service. However, in respect of Training Reserves only half of the posts (10%) are to be considered for referral to J&K Public Service Commission.

AND WHEREAS, Article 47 (PART IV DIRECTIVE PRINCIPLES OF STATE POLICY) of the Constitution of India clearly envisages that it is the duty of the State to raise the level of nutrition and the standard of living and to improve public health.

AND WHEREAS, the Hon’ble Supreme Court in the case titled Paschim Banga Khet Mazdoor Samity Vs State of West Bengal, AIR 1996 SC 2426: (1995)6 SCC 213 has ruled that the constitution envisages establishment of a welfare state, and in a welfare state, the primary duty of the Government is to provide adequate medical facilities for the people. The Government discharges this obligation by running
hospitals and health centers to provide medical care to those who need them. “Article 21 imposes an obligation on the state to safeguard the right to life of every person. Preservation of human life is thus of paramount importance.

AND WHEREAS, in order to fulfill the objective of filling up of the vacancies of Medical Officers physically (including Duty post as well as Training/Deputations reserves) with the prior concurrence of the Finance Department conveyed vide their U.O. No. A/Misc(90)-479 dated 09-06-2020, the Health & Medical Education Department referred all the 900 vacancies of Medical Officers including the Reserves (Training/Deputation) of the Jammu and Kashmir Health and Family Welfare (Gazetted) Service as per the following breakup to the J&K Public Service Commission vide communication(s) No. HME/HRM/162/2018 dated 10-06-2020 and No. HME/HRM/162/2018 dated 18-06-2020 for selection purposes in terms of the J&K Special Recruitment Rules, 2015 notified vide SRO 202 dated 30.06.2015 read with S.O No. 194 dated 17-06-2020 and in consonance with the |&K Reservation Rules, 2005 (Amended).
