Vacant Govt Posts in many Districts
For closely monitoring developmental works at district levels, posts of Additional District Development Commissioners (ADDCs) were created nearly 12 years ago, but these are not filled up in majority of the districts. The cogent reasons are a matter of conjectures as no word is heard in respect of why these posts, .u r at jku pda tes.created for specific and demanding purposes, continue to remain vacant.
As back as in the year 2006, sanction had been accorded for creation of posts of ADDCs in 12 districts of the State. Following creation of eight more districts, .u r at jku pdates.with modifications in the order, equal number of posts was created. Their roles were clearly delineated that officers on these posts would be assigned the exclusive job of intensely carrying out, monitoring and physical inspections and verifications of all the developmental schemes including Centrally sponsored and special projects being implemented by different departments in their respective districts. The special focus was aimed at developmental schemes carried out by Public Works Department, PHE, Power, Irrigation, Agriculture, Health, Social Welfare, Education and the like.
The necessity to put in place exclusive mechanism for monitoring of developmental works was felt by the State Government way back in the year 2006 hence creation of the posts of the Additional District Development Commissioners . .u r at jkupdates.Besides supervising the works , the Commissioners had to do intensive touring of the districts along with officers of the departments involved in specific works under an intimation to District Development Commissioners for at least 15 days in a month to inspect , monitor and review the progress of the works in hand .However, the mechanism in place has not been properly utilized by the State Government as more than half of the districts are reported to be having vacant posts which remain to be filled up.
In Jammu division, Samba, Kathua and .u r at jk up da tes.Poonch districts, Kishtwar, Doda and so far as Kashmir valley is concerned, the posts of ADDCs are lying vacant in Anantnag, Pulwama, Budgam, Baramulla and Kupwara districts . Can it be believed that not to speak of filling up of the vacant posts but even where such posts are filled up, the designated work is generally other than the intended one, that of the developmental works?
