JK Jobs : The Department of Rural Development & Panchayati Raj, Jammu & Kashmir, invites expressions of Interest for the empanelment of Retired Executive Engineers (Civil) or Above for the inspection and monitoring of works under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in the Union Territory of Jammu & Kashmir.

Eligibility
Designation : UT Level Quality Monitor (UT-QM) (1 Post) / Quality Monitor (QM) (10 Posts).
Age: Up to 65 years
Position: Retired Executive Engineer (Civil) or above from PWD/ REW/ Jal Shakti / Agricultural Engineer/military Engineering Services or any other Govt. Establishment
The Applicant should have sound health & physical fitness to undertake tours to different rural pockets of any district.
The applicants who have already worked as (Quality Monitors) or NQMS (National Quality Monitors) in other Government Departments of UT shall be given preference provided a satisfactory experience certificate from the concerned Department is produced from an officer not less than the rank of Chief Engineer.
Roles & Responsibilities:
The UT-OM will assist the Additional Secretary to the Government (Member Secretary MGNREGA) at the UT level in analysis, drawing inferences, compilation and follow up of reports received from QMs.
The UT (QM) shall assist In preparing a visit Plans, based on the list of work/sites for visit of QMs.
The QM will be responsible for monitoring and evaluating at least 10% of the works executed under MGNREGS in each district.
QMs need to visit the assigned district for maximum upto 10 days in a month (at least 5 days in each district).
The OM will provide suggestions/advise corrective measures of the works and Implementation of the same shall be ensured.
The action taken report on the remarks of the monitored works shall be sent regularly for its corrective action to the DPC/PO and its implementation should be reviewed by the UT.
The QM shall upload the outcome of monitoring ln MGNREGA website.
Remuneration:
UT-QM- Rs. 40,000/- per month.
QM: Rs 3,000/- per day for field visits subject to a maximum of 10 days per month with additional allowances for transportation @ Rs 10/- per Km from HQ in case use of personal vehicle, stationery @ Rs 1500/- P.M, and halts @ Rs 1500/- per day in case of halt in the field (maximum 3 nights in a month) shall be paid on production of receipt countersigned by the SE concerned in case the inspection site is beyond 100 KMs distance from Head Quarters.
The QM shall submit tow diary along with photographic evidence countersigned by the SE has to be produced after completion of the tour for necessary payment along with the reports.
General Terms:
The empanelment will be for 3 years, subject to annual review.
Applicants must possess a domicile certificate of Jammu & Kashmir.

SQM or NQMs ousted from any department need not apply, Mis-information by applicant it detected at any point of time shall invite termination of contract.
