Chouhan announces slew of measures for flood-hit people
Centre, JK Govts will take steps to restore livelihoods hit by rains
Union Minister for Agriculture and Farmers Welfare and Rural Development Department Shivraj Singh Chouhan today announced a slew of welfare measures for the farmers and people of rural areas who suffered extensive damage during recent heavy rains and flash floods in the Jammu region.
Chouhan announced the relief measures at the end of his one-day visit to the Jammu region during which he toured rural areas of RS Pura tehsil, interacted with the farmers and presided over a meeting to review damages before returning to New Delhi.
Assuring approval of the package shortly, Chouhan said there is a provision of Rs 1.30 lakh under Pradhan Mantri Awas Yojana for damage caused to the houses. He announced that every rural house will get Rs 1.3 lakh under PMAY, a toilet and MNREGA wages of Rs 40,000 from his department.
“Over 5,000 houses damaged in recent floods, landslides and rains in rural areas of Jammu and Kashmir will get package under PMAY while 7000 farmers will get their insurance amount after completion of the survey, as his
Central team will sit with insurance companies for its full implementation,” the Union Minister said.
“We have also talked to all the insurance companies on the issue of crops insurance. The farmers should be fully compensated. That is why I have brought a team with me so that there may not be any shortcomings, nor any irregularity. Any negligence or irregularity will be an injustice to the affected farmers, and committing this injustice will be a very big sin,” he added.
Accompanied by UT’s Agriculture Minister Javaid Dar and Jammu Lok Sabha Member Jugal Kishore Sharma, he said he has received the list of 5101 damaged houses and after returning to New Delhi he will approve amount for reconstruction of these houses. In addition, the amount will also be released for damaged houses for their reconstruction.
The Union Minister said one installment under PM-Kisan would be released immediately to the farmers affected by goods in J&K.
Chouhan announced that compensation would also be given for vegetable losses at Rs 17,000 per hectare, which would be provided by the J&K Government under the NDRF scheme.
Similarly, he said, if cows and buffaloes have been swept away in the flood, then for milch animals there is a provision of Rs 37,000 per animal as compensation. For horses and oxen, Rs 32,000 can be given as compensation.
Chouhan further announced financial support for NGOs and rural women self-help groups. “For those affected
NGOs or rural women here who run their Self-Help Groups, the Government will give an amount of Rs 76 crore so that they too can revive their activities,” the Agriculture and Rural Development Minister said.
He also assured support to the farmers and rural people under the Prime Minister Nidhi Yojana. Also, he added, under MGNREGA, we are going to increase mandays from 100 days to 150 days for providing jobs.
“The pain that I have seen here, I will also present to Prime Minister Narendra Modi. What you have said, I will convey that also to the Prime Minister, and complete help will be given from our side,” Chouhan said.
He said the Central and UT Governments would take all necessary steps to restore livelihoods of the people affected by rains and floods and bring them out of this disaster.
“I have come here to tell you that the Central Government, together with the J&K Government and with the blessings of the Prime Minister, will pull the farmers out of this disaster. Your pain is our pain, your suffering is our suffering,” Chouhan said while interacting with the farmers at Badyal Brahmna in R S Pura.
Flanked by a high-level team of his Ministry, Chouhan went from one area to another to inspect the crops and fields in the border belt and said, “I have come to say, do not shed tears. Whenever there were tears in your eyes, we too were pained. We will work hard together again. Not only Rajnath Singh (Defence Minister) or Amit Shah (Home Minister) have come, but the teams of the Central Government have also reached out to you here.”
“I have not come here as a Minister to meet you formally. I have come as a humble servant. When a farmer’s crop is destroyed, it is not only the crop that is lost but his future and his children’s future too. We will pull you out of this disaster,” the Union Minister said.
Chouhan, who inspected fields where sand deposits had flattened standing crops, said teams from the Centre and the UT have carried out surveys and would submit reports to determine losses. “We saw fields covered with layers of sand where crops once waved – vegetables, basmati, maize – everything has been buried,” he said.
He maintained that there are some tasks which the UT Government has to do, and in times of disaster, politics should not be done.
The Union Minister said that the J&K Government must decide that wherever sand has been deposited in people’s fields that sand should be given to the person owning that land. “I will also discuss this with the Chief Minister. The sand should be given to the farmer himself, so that the farmer can sell it or remove it and once again make the land cultivable.”
Chouhan noted that the National Disaster Response Force (NDRF) has provisions to remove sand and the Centre would coordinate with the State to implement that plan.
He also said he would discuss the matter with the J&K Chief Minister and officials to fast-track relief measures.
Acknowledging immediate relief already announced by the UT, Chouhan said he was aware that the Chief Minister had released Rs 10 crore as prompt aid. He added that the UT also has schemes and funds – amounting to Rs 2,499 crore as mentioned by authorities – which could be tapped for rehabilitation.
He said the J&K Government would take up renovation of damaged canals and embankments with the Central assistance.
Chouhan urged farmers not to lose hope and stressed that both Governments were working together to address the damage to crops and farmland caused by the recent floods and sand deposition.
