21–45 years as on the date of notification.

Applicant must be a domicile of Jammu & Kashmir.

The candidate must possess a graduate degree of at least three years duration with a minimum of 60% aggregate marks or equivalent CGPA from a university recognized by the University Grants Commission (UGC).

The qualifying degree must be in one of the following disciplines: Business Administration, Management, Commerce, Accounting, Finance, Economics, Chartered Accountant (CA) issued by ICAI or Cost and Management Accountant (CMA/ICWA) issued by ICMAI.

The candidate must have full-time, paid, post-qualification work experience in domains such as entrepreneurship development, MSME promotion, startup incubation, livelihoods, market linkage, skill development, or program management in the development or government sector.
