J&K Government Launches Digital Life Certificate (DLC) Campaign 4.0 for Pensioners

The Government of Jammu and Kashmir, in partnership with the Ministry of Personnel, Public Grievances and Pensions, has introduced the Digital Life Certificate (DLC) Campaign 4.0. This initiative is designed to make the pension verification process fully digital, empowering J&K pensioners to generate their life certificates seamlessly through Jeevan Pramaan and Aadhaar Face RD mobile applications.

Moving Towards a Paperless Pension System

Jammu and Kashmir currently has over 2.5 lakh pensioners, but only about 4,500 have adopted the Jeevan Pramaan app for submitting their annual life certificates. The majority still rely on visiting treasuries or banks in person.

The new digital campaign aims to eliminate this inconvenience by allowing pensioners to authenticate their identity and complete the certification process from home, saving both time and effort.

Step-by-Step Process to Generate Your DLC

Install Aadhaar Face RD App: Download “Aadhaar Face RD (Early Access)” from Google Play Store or Apple App Store (official UIDAI app).

Install Jeevan Pramaan App: Get the “Jeevan Pramaan” app from the Play Store.

Operator Authentication: Open the app, select Operator Authentication, and verify your Aadhaar number, mobile number, and email via OTP.

Pensioner Authentication: Proceed to Pensioner Authentication and re-enter your Aadhaar and mobile number for OTP verification.

Enter Pension Details: Fill in details like Name (as per Aadhaar), Type of Pension, PPO Number, Bank Account Number, Sanctioning Authority, and Disbursing Agency.

Face Scan: Allow camera access and perform the facial scan for biometric verification.

Confirmation: Once verified, a confirmation page will display your Pramaan ID and PPO Number.

Download DLC: Visit jeevanpramaan.gov.in, log in with your Pramaan ID, and download your Digital Life Certificate.
