Contractual Engagement of SBDU/BHDs under Mission YUVA, Ramban.

Reference:

1. Directorate of Employment JK&K No: ED/Plan/Mission Yuva/233/368-414 dated: 18-07-2025 conveying Apex Committee of Mission YUVA’s approval (in a meeting dated 18-06-2025) of the process for hiring of SBDU/BHD’s at the District level.

2. Deputy Commissioner, Ramban issued advertisement for various posts under Mission YUVA vide Advertisement No. 04 of 2025 under Endorsement No. DC/Rbn/Plg/2025/100-102 dated 10-10-2025.

3. Notice Inviting Objection by the candidates applied for various posts re-advertised

vide Advertisement No. 04 of 2025, Dated: 10-10-2025 issued by Assistant Director Employment, Ramban vide No: DECC/Rbn/2025-26/660-64, Dated: 15-11-2025

4. Candidates shortlisted for Interview scheduled for 27-11-2025 vide Notice No. DECC/Rbn/2025-26/722-28 dated 25-11-2025

5. Provisional Selection List of candidates vide Notification No. 02 of 2025, dated: 06-12-2025 under Endorsement No: DECC/Rbn/2025-26/765-771, Dated: 06-12-2025 issued by Assistant Director Employment, Ramban

ORDER NO: 01 of 2025

DATED: 12-12-2025

1. Sanction in terms of Operational Guidelines for SBDUs and BHDs under Mission YUVA and above quoted references is hereby accorded to the engagement of following candidates in Small Business Development Unit, Ramban & Business Help Desks at Sub-Divisional/Sub-District level in district Ramban under Mission YUVA Programme of UT of J&K purely on contractual basis for a period of 11 months against lump sum monthly remuneration and subject to the terms and conditions mentioned herein after:

2. The selected candidates shall report to the office of Assistant Director Employment, DE&CC Ramban (Member Secretary, Mission YUVA) within 07 days of issuance of this order along with the documents mentioned below:

* Domicile Certificate

* Date of Birth Certificate

* All Qualification Certificates.

* Experience Certificates.

* Undertaking

* Character Certificate issued by competent Authority.

3. In case of failure to join within seven (07) days of issuance of this order, his / her engagement in terms of this order shall be deemed to have lapsed without any further notice.

4. The candidate on joining shall sign a contract agreement and submit an undertaking in the form of an affidavit stating that:

(i) I________________________, Son/Daughter of _____________________, resident of _______________, hereby accept the terms and conditions of engagement mentioned herein and Operational Guidelines for SBDUs and BHD under Mission YUVA.

(ii) I fully understand that this appointment is purely contractual for a period of 11 months and does not bestow any right to permanent government service/ regularization under Mission YUVA or continuation of contractual engagement after initial 11 months.

(iii) No criminal case is pending against him/her in any Police Station / Crime Branch / Anti-Corruption Bureau or in the Court of Law.

(iv) If upon verification, his/her qualification, Experience Certificate, date of birth or domicile certificate is found to be fake or fabricated, his/her appointment shall be deemed to have been cancelled ab initio. Apart from rendering the said person liable for appropriate action under law.

5. The terms and conditions of engagement shall be governed, inter-alia, by the following and those prescribed in the Operational Guidelines for SBDUs, and BHD under Mission YUVA or as may be specified by Mission YUVA during the currency of this engagement.

6. Contract Duration and Renewal

Initial Contract Period: The engagement shall be on a contractual basis for a period of eleven (11) months from the date of Joining. The contract shall automatically stand terminated on completion of the duration as specified in this order, unless extended by Nodal Officer (ADDC) Ramban under Mission YUVA in consultation with Mission Director YUVA/Director Employment J&K.

Performance Review: Upon completion of the initial contract period, performance of each personnel shall be comprehensively reviewed based on predetermined key performance indicators.

Contract Extension: Based on satisfactory performance evaluation, the contract may be extended for an additional eleven (11) months period, till the project life of Mission YUVA.

Renewal Criteria: Contract renewal shall be subject to achievement of performance targets and adherence to service conditions.

7. Termination of Contract

The contractual engagement of personnel under Mission YUVA shall be subject to termination under the following conditions

Non-performance or Unsatisfactory Performance: If the contractual employee fails to meet defined performance indicators, consistently under performs, or show lack of adherence to work responsibilities despite written warnings, the contract may be terminated.

Violation of Conduct Rules of Misconduct: Any act of indiscipline, misconduct, or breach of code of conduct-such as insubordination, misrepresentation of facts, misuse of official position, or criminal offence-will lead to immediate termination.

Prolonged Unauthorized Absence: Absence from duty for more than 07 consecutive working days without prior written approval or without valid justification shall constituted grounds for termination.

Falsification of Documents or Misrepresentation: If any document submitted by the employee at the time of recruitment is found to be falsified of misleading, the contract shall be terminated with immediate effect.

Engagement in Conflict of Interest or Political Activity: Any employee found to be engaging in activities that conflict with the objectives of Mission YUVA or involve political affiliations shall be subject to termination.

Any other reason the engaging authority deems necessary.

8. Termination of the contract during the currency of the contract unless the termination is on account of above defaults by the contractual employee, will require 01-month notice by either side, the notice will not be required in case the contract is not renewed and lapses suo-moto.

9. Monthly consolidated remuneration shall be paid as per Mission YUVA norms, subject to the verification of all documents.

10. No additional remuneration/arrangement like accommodation, food, transport of any other expenses other than the consolidated remuneration will be paid/ entertained to the selected candidates. The candidates will be required to make their own arrangements for travel and stay all over the district any may be required in connection with the performance of their role and responsibilities associated with their engagement under Mission YUVA.

11. Engagement shall be subject to the verification of character, antecedents & document authenticity.

12. Above selected personnel are expected to strictly follow the code of conduct, reporting protocols, and performance evaluation processes outlined under the Mission YUVA framework and as may be deemed appropriate by SBDU/Nodal Officer Mission YUVA Ramban from time to time.

13. This engagement is purely contractual initially for a period of 11 months in terms of Operational Guidelines for SBDUs and BHDs under Mission YUVA and shall not confer any right to regularization, claim for permanent absorption, or any form of continuity in the government sector/Mission YUVA.
