J&K Government Grants Level-4 Pay Scale to Panchayat Secretaries
The Government of Jammu and Kashmir has approved the upgradation of the pay level of Panchayat Secretaries, including Village Level Workers (VLWs), Multipurpose Workers (MPWs) and Gram Sevikas, from Level-2 to Level-4 with immediate effect.
As per the government order issued by the Department of Rural Development and Panchayati Raj, the existing pay scale of โน19,900โ63,200 (Level-2) has been revised to โน25,500โ81,100 (Level-4). The decision follows the approval of the Council of Ministers and has come into force from the date of issuance of the order.

The order further states that all future recruitments to the post of Panchayat Secretary shall be made directly in Pay Level-4. Additionally, all currently serving VLWs, MPWs and Gram Sevikas working in Level-2 will be placed in Level-4 prospectively, irrespective of the length of service rendered by them in the earlier pay level.
The special treatment earlier granted to VLWs under Rule 9(j) of the J&K Civil Services (Revised Pay) Rules, 1992 has been withdrawn prospectively. Necessary amendments to the Recruitment Rules governing the services will also be carried out accordingly.

The decision has been issued with the concurrence of the Finance Department and is aimed at streamlining the pay structure and recruitment process of Panchayat Secretaries across the Union Territory.
