Government Extends Deadline for Employees to File Property Returns
The Government on Thursday granted a “last and final opportunity” to employees who failed to submit their Property Returns for the year 2025 within the stipulated timeframe.
According to an official notification a significant number of government employees did not file their Property Returns within the prescribed period, leading to non-compliance with this mandatory requirement.
The notification recalled that under Circular No. 26-JK(GAD) of 2025 dated December 17, 2025, all government employees were required to submit their Property Returns on the Property Return System (PRS) portal between January 1 and January 31, 2026. However, it was observed that many employees either did not submit their returns or merely registered on the portal without completing the submission process.

After reviewing the situation, the General Administration Department (GAD) has decided to extend the deadline for filing Property Returns by 15 days from the date of issuance of the notification, strictly as a final extension.
The Government reiterated that failure to submit Property Returns attracts punitive action under the provisions of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets Act and the rules framed thereunder.
It further stated that defaulting employees would be deemed to have committed criminal misconduct under the Prevention of Corruption Act and would be liable to penalties as prescribed by law.
Additionally, non-submission of Property Returns would result in denial of vigilance clearance.

The Government has directed all Controlling Officers and Drawing and Disbursing Officers (DDOs) to ensure strict compliance by employees under their jurisdiction. Administrative Departments have also been instructed to closely monitor and review the progress of Property Return submissions.
