Massive Rs 5106 Cr Retirement Dues Stuck for Hundreds of J&K Govt Employees
Hundreds of Jammu and Kashmir government employees who retired over the past two years are still awaiting payment of their gratuity and General Provident Fund (GPF) dues, the government has informed the Legislative Assembly.
In a written response to Starred Assembly Question No. 651 raised by MLA Rameshwar Singh, the J&K administration acknowledged that hundreds of employees have superannuated during the last two years, while their gratuity, GPF and other related claims remain pending for disbursement.

According to the reply, the total outstanding liability as of January 31, 2026, amounts to ₹1,635 crore towards gratuity and ₹3,471 crore towards GPF, taking the combined pending amount to over ₹5,106 crore.
The government said that bills related to gratuity and GPF are being cleared from time to time, subject to the availability of financial resources, but did not commit to any definite timeline for clearing the backlog.
Responding to a query on when the pending dues would be fully settled, officials stated that the clearance of gratuity and GPF bills depends on the overall liquidity position of the government.
The disclosure underscores the financial stress faced by the Union Territory administration and the difficulties endured by retired employees who rely on these statutory benefits for post-retirement financial security. Gratuity and GPF are legally mandated payments intended to support government servants after long years of service.

The government’s admission that disbursement hinges on liquidity has raised concerns over Jammu and Kashmir’s fiscal health and its capacity to meet essential statutory obligations owed to its former employees.
