FFRC J&K Issues Directions on Charging of Transport Fees During School Vacations
The Fee Fixation and Regulation Committee (FFRC), Jammu & Kashmir, has received complaints that some private schools are collecting transport fees during vacation periods, despite earlier directions issued by the Committee.
It has been observed that certain schools, which do not own transport facilities and instead hire or outsource transportation services from third-party operators under contractual arrangements, are still charging students transport fees during vacations. In some cases, schools are reportedly collecting up to 50 percent of the transport fee.

The Committee clarifies that, through its earlier order dated 30-06-2025, such practices were explicitly prohibited. Schools that do not own transport facilities and rely on outsourced or hired vehicles operated under contractual agreements were strictly barred from collecting any transport fee during vacation periods. These institutions were clearly instructed not to charge students any transport fee during such times.
It is hereby reiterated and directed that private schools shall be permitted to charge only 50 percent of the transport fee during vacations only in cases where the transport facilities are owned and operated by the school itself. In situations where transport services are outsourced or hired from third parties and operated under contractual arrangements, no transport fee whatsoever shall be charged during winter or summer vacations.

Any transport fee collected in violation of these directions must be refunded immediately to the parents. Failure to comply shall invite appropriate legal action against the defaulting school, which may include the imposition of a penalty amounting to 1 percent of the total revenue, and may also lead to de-affiliation of the institution.
All private schools are directed to strictly adhere to and implement this order without exception.
