JKPSC Important Notification regarding PwBDs

Facility of Scribe and Compensatory Time for Persons with Benchmark Disabilities (PwBDs) regarding.

It is notified for information of Persons with Disability (PwD) candidates appearing in the written examinations for the posts of:

Medical Officer Ayurvedic

Medical Officer Homeopathy (Health & Medical Education Department)

Scientific Officer (Chemistry & Toxicology) in J&K Forensic Science Laboratory

The examination is scheduled to be held on 08.03.2026. The facility of compensatory time and/or scribe shall be allowed as per the following details:

Facility Details:

Compensatory time and/or scribe shall be allowed to persons with benchmark disabilities as defined under Section 2(r) of the RPwD Act, 2016, who have limitation in writing including speed.

In case of benchmark disabilities such as Blindness, Locomotor Disability (both arms affected-BA), and Cerebral Palsy, the facility of scribe will be provided if desired by the candidate.

Compensatory time of 20 minutes per hour of examination shall be provided to eligible PwBD candidates (certified by Standing Medical Board or Medical Board constituted by the Government as per Rule 17 of J&K PSC Conduct of Examination Rules, 2022).

For other categories of benchmark disabilities, scribe and compensatory time will be provided on submission of a certificate confirming physical limitation to write, issued by Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care Institution as per Annexure-A.


Documents Required (to be submitted to the Controller of Examination on or before 03.03.2026):

Application on plain paper

Self-attested Disability Certificate

Certificate regarding physical limitation to write (Annexure-A)

Letter of Undertaking for using scribe (provided by Commission)

Admit Card/Roll Number and Contact Number

Note:
Candidature shall remain provisional until verification of relevant documents. Candidates will be debarred in case of fraudulent claim of PwD status.

Certificate regarding physical limitation in an examinee to write

This is to certify that Mr./Miss/Mrs __________ (Name of candidate with disability), a person with __________ (nature and percentage of disability), resident of __________, has physical limitation which hampers his/her writing capabilities due to disability.

To be signed by:
Chief Medical Officer / Civil Surgeon / Medical Superintendent
(Name and designation)
Name of Government Hospital/Health Care Centre with seal

Note: Certificate must be issued by a specialist of the relevant stream/disability (e.g., Ophthalmologist for visual impairment, Orthopaedic specialist/PMR for locomotor disability).
