Filling up of the post of Legal Consultant (01 No.) & HR Office/Secretarial(02 Nos.) in the Micro and Small Enterprises Facilitation Council, Jammu.

Applications are invited from eligible candidates domiciled in Jammu and Kashmir for engagement of the following positions on contractual basis in the Micro and Small Enterprise Facilitation Council, Jammu, under the Administrative control of Directorate of Industries & Commerce Jammu, in accordance with the Terms of Reference (ToR) prescribed by the Ministry of Micro, Small and Medium Enterprises, Government of India. The engagement shall be purely on contractual basis initially for a period of Six Months which shall be extendable subject to satisfactory performance, availability of funds and approval of the competent authority.

The prescribed age limit for candidates applying for the posts of Legal Consultant & HR (Office/Secretarial) shall not be more than 40 years as on 01st January 2026.

IV. How to Apply

Interested and eligible candidates may submit their applications in the prescribed format attached herewith as Appendix-A of this notice by post/Speed Post/Courier/by hand etc. to the office of the Director Industries & Commerce Jammu (Chairman, MSFEC Council), 1st Floor, Jawaharlal Nehru Udyog Bhawan, Rail Head Complex, Panama Chowk, Jammu during official working hours (10:00 AM to 04.30 PM) by or before 25th March 2026, along with the following documents:

i. Date of Birth Certificate (Secondary School/Matric Certificate)

ii. Domicile Certificate of the UT of J&K.

iii. Degree Certificate & Marks Sheet.

iv. Post-Graduation or equivalent certificate, if any.

v. Experience certificate for

(a) Legal Consultant:- Legal work experience in various courts/ Govt./ Quasi-Judicial bodies including Tribunals with mandatory relevant experience of at least one year in dealing with MSME disputes, or arbitration and mediation matters.

(b) HR (Office/Secretarial):- Handling Data Entry (minimum 02 years) & experience of computer skills, internet, web surfing including data processing and interpretation using Excel software.

V. Last Date for Submission:

The last date for receipt of applications forms is 25th March 2025, 04.30 P.M. No applications will be entertained after last date as specified.

VI. Selection Procedure:

Selection Shall be made purely on merit basis of the applicants meeting all the eligibility criteria as prescribe and calculation of selection marks out of 100 for each post.

1. 80% weightage points shall be assigned to Marks secured in LL.B.The weightage shall be calculated on pro-rata basis on the basis of total marks obtained in relevant subject/discipline in the Graduation Examination.

For example: If an applicant has obtained 90% marks in graduation in relevant discipline, then as per merit matrix, marks will be calculated as under:

2. For additional qualification like L.L.M (For the post of Legal Consultant) or PGFor the post of HR (Office/Secretarial) 05 weightage points shall be assigned.

3. For the post of Legal Consultant, 03 Points shall be assigned for a minimum experience of 02 years and 01 point shall be added to each year of experience subjected to maximum of 05 points.

For the post of HR (Office/Secretarial) 03 Points shall be assigned for a minimum experience of 02 years and 01 point shall be added to each year of experience subjected to maximum of 05 points.

4. Interview / Viva-Voce will carry a total of 10 marks which shall be awarded by the Selection Committee based on following assessment area:

5. The final merit shall be prepared by adding marks obtained under all three components. In case of a tie, merit will be arranged in following order:

Higher marks in Interview, Higher experience, Higher graduation percentage, Older in age

6. In case, only 15 applications are received for each post, all the candidates will be called for interview. In case, more than 15 applications are received for each post, the candidates will be shortlisted as per the criteria mentioned in para VI above and a total of 1:3 candidates will be shortlisted for interview.

7. The Selection Committee reserves the right to modify the merit matrix with the approval of the competent authority.

8. All claims regarding qualification and experience shall be verified before final selection and Submission of false information shall lead to disqualification.

9. Incomplete or late applications shall not be entertained.

10. The competent authority reserves the right to cancel/modify the advertisement without assigning any reason. Mere fulfilment of eligibility criteria does not confer any right to selection.

11. No TA/DA shall be admissible for appearing in the selection process.
