J&K National Law University Location Still Undecided; Srinagar Proposal Being Examined

The Jammu and Kashmir Government has said that the establishment of a National Law University (NLU) in the Union Territory remains under active consideration, with no final decision yet taken on its location.
The clarification came in response to Starred Assembly Question tabled by MLA Yudhvir Sethi, who sought reasons for proposing the NLU in Budgam instead of Jammu and also asked whether an additional NLU was being considered for Jammu.

In its reply, the Department of Law, Justice and Parliamentary Affairs stated that a high-level committee headed by Shantmanu, Financial Commissioner (Additional Chief Secretary), Higher Education Department, has already examined key aspects related to setting up the university.
“The committee has examined issues relating to land and infrastructure, classrooms, faculty, hostel accommodation, admission process, registration and fee structure, taking into account similar National Law Universities established in other States and Union Territories,” the government said.
The report submitted by the committee is currently under examination, and a decision on all related aspects, including the location of the proposed NLU, will be taken thereafter.
The government also referred to the Jammu and Kashmir National Law University Act, 2018, which was enacted by the erstwhile State and received the Governor’s assent on September 28, 2019.

Significantly, the Legislative Assembly, during its sitting on October 29, 2025, adopted a resolution moved by MLA Nizam-ud-Din Bhat, urging the government to establish the National Law University in Srinagar without further delay.
“This House unanimously resolves to impress upon the Government to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar,” the resolution stated, noting that funds for the first phase had already been earmarked.
On the question of setting up an additional NLU in Jammu, the government reiterated that no separate decision has been taken so far, and the matter will be addressed along with the overall proposal under consideration.
The government’s response indicates that while legislative backing and preliminary groundwork are in place, the final call on the university’s location and expansion remains pending.
