Age Limit and Age Relaxation (As on 01-08-2026)

As per DoPT O.M. No. 15012/3/84-Estt.(D) dated 12-11-1987, sportspersons may be allowed a relaxation in the upper age limit of up to a maximum of 5 years (10 years for SC/ST candidates). This relaxation applies only if the candidate fulfils all other eligibility conditions and furnishes a certificate in the prescribed format as per DoPT O.M. No. 1720781414772 dated 04-03-2024.

Educational Qualification & Skill Test Norms
Apart from sports achievement, each post requires a minimum educational qualification, and two of the three posts also have a mandatory typing or stenography skill requirement. Here is the post-wise breakdown.
Tax Assistant
Candidates need a Bachelor’s Degree from a recognized University or equivalent, along with a data entry speed of 8,000 key depressions per hour.
Stenographer Grade-II
Candidates need a 12th class pass or equivalent from a recognized Board/University, and must clear the skill test: dictation of 10 minutes @ 80 words per minute, followed by transcription within 50 minutes in English or 65 minutes in Hindi (on computer).
Multi-Tasking Staff (MTS)
Candidates need Matriculation (10th pass) or equivalent from a recognized board. No additional skill test is prescribed for this post.
Who Can Apply: Sports Eligibility Criteria
This recruitment is reserved for candidates with a genuine, verifiable record of representing a state, country, university, or school in recognized sports competitions. Candidates without such achievements are not eligible, regardless of educational qualification.
Applicants must have represented a State or the country in a National or International competition; OR been a medal winner in Junior National Championships, Khelo India Youth Games (above 18 years), Khelo India Winter Games, Khelo India Para Games, Khelo India University Games, or School Games Federation of India (SGFI) events; OR represented their University in Inter-University Tournaments; OR represented a State School Team in National School Games – in any of the eligible sports listed below.

Order of Preference for Selection
When multiple eligible candidates apply, the department follows a fixed order of preference laid down by the DoPT, based on the level of competition represented. This section explains exactly how that preference order works.
First preference:Â Candidates who represented the country in an International Competition with clearance from the Department of Sports.
Second preference:Â Candidates who represented a State/UT in Senior or Junior National Championships (recognized National Sports Federations) or National Games, winning a medal or position up to 3rd place.
Third preference:Â Candidates who represented a University in Inter-University competitions or Khelo India University Games, winning a medal or position up to 3rd place.
Fourth preference:Â Candidates who represented a State/UT in Khelo India Youth Games (above 18 years), Khelo India Winter Games, or Khelo India Para Games, winning a medal or position up to 3rd place.
Fifth preference:Â Candidates who represented State Schools in National School Games (SGFI) and won a medal or position up to 3rd place.
Sixth preference: Candidates who represented at the levels in categories 2–5 above but did not win a medal or position.
In the event of a tie, candidates with a higher position or more medals are given preference, and individual and team events receive equal preference.

This merit score is subject to candidates also qualifying the post-specific skill test wherever applicable (Tax Assistant and Stenographer Grade-II).
Certificate Requirements: Forms 1 to 5
A candidate’s sports achievement must be backed by a certificate issued by a specific recognized authority, depending on the level of competition. Applications without at least one such certificate will not be considered.

How to Apply (Offline by Post)
There is no online application option for this recruitment – candidates must apply entirely offline by post. Here is the exact process to follow.
Download and fill the application form as per Annexure-II of the official notification, in block letters using blue/black ball point pen.
Mark your post preference clearly using ‘1’, ‘2’, ‘3’ in order of preference, and ‘X’ for posts you are not applying for.
Attach self-attested copies of all required documents listed above.

Selection Process
The selection process differs depending on the post applied for. Tax Assistant and Stenographer Grade-II go through two phases, while MTS selection is based on a single merit list.
Tax Assistant & Stenographer Grade-II (Two Phases)
In Phase 1, eligible candidates are shortlisted based on their application details and sports achievements. For Tax Assistant, candidates equal to 4 times the number of vacancies (28 candidates) are shortlisted for Phase 2.
For Stenographer Grade-II, 10 candidates are shortlisted for Phase 2. In Phase 2, shortlisted candidates appear for a post-specific skill test at the Pr. CCIT Office, Bhubaneswar, at their own expense. The final merit list combines performance from both phases.
Multi-Tasking Staff (Single Phase)
Selection for MTS is based purely on the merit list prepared from sports achievement scores, with no separate skill test stage.
Waiting List
A waiting list will be maintained: 10 candidates for Tax Assistant, 5 candidates for Stenographer Grade-II, and 10 candidates for MTS.
Pay, Probation & Service Commitment
Beyond the starting pay scale, selected candidates also take on a sport-related service obligation as part of this recruitment. This section explains what is expected after joining.
Selected candidates will be entitled to pay and allowances as per the 7th CPC along with other benefits admissible to Central Government employees, and will be posted in the Odisha Region of the Income Tax Department. They will remain on probation for 2 years, and their participation in departmental tournaments will be a factor in successful completion of probation. Selected candidates are required to represent the Income Tax Department, Odisha in tournaments/meets for at least 5 years.
Doping and Conduct Declaration
This recruitment includes a mandatory anti-doping and conduct clearance requirement that is not common in most government job notifications. Candidates should be aware of this before applying.
Candidates must be clear in all doping tests conducted by WADA, NADA, or any other relevant authority, and must not have been disqualified or banned by any sports federation due to disciplinary action. Any ongoing doping-related investigation must be disclosed. Candidates must also submit a signed self-declaration (as per Annexure-II) covering pending criminal cases, disciplinary action, disqualification, or bans.
Common Mistakes to Avoid
Given the strict documentation and postal submission requirements of this recruitment, small errors can lead to outright rejection. The following tips can help candidates avoid common pitfalls.
Do not submit more than one application – multiple applications from the same candidate will all be rejected.
Do not forget to mark post preference using ‘1’, ‘2’, ‘3’, or ‘X’ correctly; an unmarked post preference can make the application liable for rejection.
Do not send the application without at least one valid sports certificate (Form 1–5) – applications without this will not be considered.
Do not send the application through ordinary post or courier – only Registered/Speed Post is accepted.
Do not wait until the last day; the application must physically reach the office by 31-07-2026, 6:00 PM, not just be dispatched by that date.
Do not claim sports achievements after 31-03-2026 – only achievements up to this date are considered.
