Appointment of Chairpersons and Members of Child Welfare Committee (CWC) in J&K
The Government of Jammu & Kashmir has decided to constitute Child Welfare Committees (CWC) in every district of the Union Territory for exercising powers and performing duties related to Children in Need of Care and Protection under the provisions of the:
Juvenile Justice (Care and Protection of Children) Act, 2015
Jammu & Kashmir Juvenile Justice (Care and Protection of Children) Rules, 2021
The Selection Committee of Directorate of Mission Vatsalya (ICPS), J&K, on behalf of the Government of Jammu & Kashmir, has invited applications from eligible and interested candidates for appointment as:

The selected candidates will be responsible for exercising powers and performing functions assigned to the Child Welfare Committee under the Juvenile Justice Act.

Qualification for Chairperson Post:
No person shall be appointed as Chairperson unless he/she:
Holds a degree in Child Psychology, Education, Human Development, or Special Education for differently abled children, and has been actively involved for 7 years in health, education, or welfare activities related to children;
OR
Is a practicing professional having a degree in :
Child Psychology
Psychiatry
Law
Social Work
Sociology
Human Health
Education
Human Development
Special Education for differently abled children
with relevant experience.

Important Terms & Conditions
1. Composition of Child Welfare Committee
Each Child Welfare Committee shall consist of :
One Chairperson
Four Members
At least one member of the Committee shall be a woman.
The Committee will function as a Bench and exercise powers similar to those given to a Judicial Magistrate First Class under the Code of Criminal Procedure, 1973.
2. Previous Term Restriction
Candidates who have already served in any of the above positions will not be eligible for appointment for a second consecutive term.

3. Age Requirement
Applicants must have attained 35 years and should not have crossed 65 years of age on or before 31-05-2026.
4. Appointment Period
The selected Chairperson/Members will have a tenure of:
Three Years from the date of appointment.
5. Allowances
Selected candidates will be paid sitting allowances as prescribed under the Jammu & Kashmir Juvenile Justice Rules.
No other allowance will be admissible.
6. Important Restrictions
The appointed Chairperson/Member:
Should not hold any full-time occupation that prevents them from giving proper time to Committee work.
Should not be associated directly or indirectly with any Child Care Institution during their tenure.
Should not hold any office in a political party.

Graduation / LLB – 05 Marks
Post Graduation in relevant subject / LLM – 12 Marks
M.Phil – 03 Marks

Post Doctoral Fellowship – 05 Marks
Relevant Professional Experience – 10 Marks
Viva Voce / Interview – 15 Marks
Total Evaluation: 100 Marks

Applicants must declare that:
They have not been convicted under any law.
They have not been involved in child abuse, child labour, or human rights violations.
They are not engaged in any full-time occupation preventing them from performing Committee duties
