Registration of Drivers engaged in the Public Transport Sector (excluding Government employees) for availing benefits under Government welfare schemes.


What the notice says

The Transport Department has decided to conduct a registration drive of eligible drivers working in the public transport sector across Jammu & Kashmir through:

Top 10 Books for J&K Exams Preparations

  • Regional Transport Officers (RTOs)
  • Assistant Regional Transport Officers (ARTOs)

This is to create a proper database of drivers and help them get benefits under welfare/social security schemes.


Who can register

Drivers engaged in public transport / commercial vehicles, including:

  • Stage carriages
  • Contract carriages
  • Taxis
  • Auto-rickshaws
  • Buses
  • Minibuses
  • Maxi cabs
  • Goods carriages
  • Other commercial transport vehicles

Not eligible

  • Government employees working as drivers or otherwise employed by the Government are not eligible under this registration initiative.

Purpose of registration

The registration exercise is intended to:

  1. Create and maintain an authentic database of public transport drivers
  2. Plan training/safety instruction for drivers
  3. Identify eligible beneficiaries for welfare and social security schemes
  4. Ensure transparent and timely delivery of Government benefits
  5. Help in evidence-based policy making for welfare and development of public transport sector

Documents required

Eligible drivers have to submit the prescribed registration form along with self-attested copies of:

  • Valid Driving Licence
  • Aadhaar Card or any other Government-issued photo ID proof
  • Proof of residence
  • Commercial Driving Badge, wherever applicable
  • Passport-size photograph
  • Any other document required by the registering authority

Registration period

The notice clearly states that the registration exercise shall commence from:

  • 15-07-2026 to 15-08-2026

Role of RTOs / ARTOs

All RTOs/ARTOs have been directed to:

  • Publicize the registration drive through unions, associations, stand committees, notices, social media etc.
  • Facilitate hassle-free registration in their offices
  • Verify applicant credentials before registration
  • Maintain and periodically update the driver database in digital format
  • Submit weekly progress reports to the Office of the Transport Commissioner, J&K

Part D – Declaration

Applicant has to declare that:

  • he/she is engaged or to be engaged as a public transport driver
  • is not a Government employee
  • driving licence is valid and not suspended/cancelled/disqualified
  • will inform the Transport Department of any change affecting eligibility
