Expression of Interest Invited for Strategic Advisor
Sher-e-Kashmir University of Agricultural Sciences & Technology of Kashmir (SKUAST-K), Shalimar, Srinagar has released a Notice Inviting Expression of Interest (EOI) from experienced professionals for engagement as a Strategic Advisor. The selected professional will provide advisory support in institutional funding, CSR facilitation, institutional branding, and event management.
The engagement is intended to strengthen the University’s resource mobilization efforts and improve its institutional outreach through strategic planning and partnerships.
Position :Â Strategic Advisor (Engagement through Expression of Interest)
Scope of Work
The Strategic Advisor will provide professional advisory services in the following areas:
Mobilization of financial resources through:
Corporate Social Responsibility (CSR) initiatives
Central and State Government schemes
Central Public Sector Enterprises (CPSEs)
Other institutional funding channels
Preparation, refinement, and vetting of:
Concept Notes
Preliminary Project Reports (PPRs)
Detailed Project Reports (DPRs)
Funding proposals
Related project documentation
Strategic liaison with:
Corporate organizations
Government departments
Ministries
Funding agencies
Foundations
Other stakeholders
Advisory support for:
Institutional branding
Communication strategy
Digital visibility
Promotion of University achievements and initiatives
Planning and management of:
Flagship University events
Outreach programmes
Investor and funding agency interactions
Other institutional engagements
Undertaking any additional advisory assignments entrusted by the University.
Eligibility Criteria
Applicants should possess:
Demonstrated experience in facilitating or securing funding through CSR, Government schemes, or other institutional funding mechanisms.
Proven expertise in preparing Concept Notes, PPRs, DPRs, and funding proposals.
Experience of advisory or strategic engagement with Government Departments, Government Institutions, Universities, or other public sector organizations.
Demonstrated experience in institutional branding, communication strategy, and event management.
Documentary evidence supporting qualifications, experience, and previous professional engagements.
Evaluation Criteria
Applications will be assessed on a 100-mark evaluation matrix as follows:

| Proposed approach and understanding of the University’s funding priorities | 10 |
Total Marks: 100
Terms & Conditions
The engagement is purely advisory and does not constitute employment with SKUAST-K.
The selected Strategic Advisor will receive a monthly professional retainership of ₹75,000.
Assignment-specific professional fees, wherever applicable, will be governed through separate Engagement Orders/Memorandums of Understanding (MoUs) and paid only from sanctioned project or funding agency budgets.
Submission of an EOI does not guarantee engagement.
The University reserves the right to accept or reject any or all EOIs, wholly or partly, without assigning any reason.
The engagement will not confer any right to regular appointment, continuation, extension, or absorption in the University.
The selected advisor must maintain strict confidentiality of all University information, records, and data.
Any actual or potential conflict of interest must be disclosed during the engagement.
The initial engagement period will be six months, extendable based on satisfactory performance and University requirements.
