SKIMS Approves One-Year Stipendiary Engagement

Engagement as Stipendiary Junior Residents

On the basis of merit obtained in the written examination and the current departmental requirements, sanction has been accorded for the engagement of the doctors listed in Annexure-A as Stipendiary Junior Residents at Sher-i-Kashmir Institute of Medical Sciences (SKIMS).

Terms and Conditions

The engagement of Junior Residents shall initially be for a period of six months on a stipendiary basis.

The engagement shall not confer any right upon the Junior Resident to claim continuation or extension beyond the stipulated period. The engagement shall automatically come to an end upon expiry of the prescribed tenure.

The Junior Resident shall be entitled to a monthly stipend of ₹43,700, along with usual allowances admissible under the rules, as per Government Order No. 41-SKIMS of 2018 dated May 19, 2018.

Due to limited hostel availability on the campus, the engaged candidates will not be eligible for hostel accommodation and shall not be entitled to claim accommodation after joining.

The Junior Resident shall not undertake any kind of private practice, either part-time or full-time, or engage in any other employment during the period of engagement with the institution.

The administration reserves the right to adjust working hours, shifts and duty timings according to administrative requirements and patient-care needs. The Junior Resident shall strictly follow the duty timings applicable at the place of posting.

The first month’s salary shall be retained as a security deposit and released only after completion of the tenure. If a Junior Resident leaves the residency midway, one month’s advance notice must be provided. Failure to provide the required notice will result in forfeiture of the first month’s salary, which will be credited to CD-183 as penalty.

The Junior Resident shall be entitled to 10 days of casual leave during the six-month tenure. No other kind of leave shall be granted. There shall be no winter or summer vacation during the tenure.

The engaged candidates shall maintain the prescribed dress code and discipline as mandated by SKIMS from time to time.

In view of the urgency of the matter, all selected candidates have been directed to join within three days from the date of issuance of the order.

Verification and Discipline Conditions

The engaged candidates are required to submit an affidavit, duly attested by a 1st Class Judicial Magistrate, confirming the required conditions.

If any adverse report regarding the candidate’s character and antecedents is received from CID Headquarters, J&K, the engagement shall be liable to cancellation.

If verification of the educational/qualification certificates reveals that any certificate is forged or fake, the engagement shall be treated as cancelled ab initio and legal action shall be initiated as per rules.

The salary of the candidate shall not be drawn and disbursed unless satisfactory reports regarding the required verification are received.

The Junior Resident shall not participate in any form of indiscipline, protest or strike within the SKIMS campus. Participation in such activities may be treated as gross misconduct and may result in immediate disengagement without prior notice.

The candidate shall accept all terms and conditions of the tenure engagement and abide by the rules governing the engagement. Any breach of the conditions may lead to immediate termination of the tenure appointment.

Joining Instructions

Candidates are required to complete all necessary formalities and report to the Academic Section, SKIMS, to join their assignment within five days from the date of issuance of the engagement order.

Candidates who fail to join within five days shall forfeit their right to engagement, and their engagement shall be deemed cancelled ab initio without any further notice. The vacant seat will subsequently be offered to the next candidate in order of merit.

Candidates have also been advised to regularly check the SKIMS website for updates, as separate individual communication will not be issued to candidates.
