ORDER
Transfer and postings of Civil Judges (Junior Division) and attachment of Civil Judges (Junior Division) appointed vide Government Order No. 13833-JK(LD) of 2026 dated 27 October 2026, for undertaking field training.

In the interest of the administration of justice, the High Court of Jammu & Kashmir and Ladakh has ordered the following arrangements:
1. Transfer and postings: The transfer and posting of Civil Judges (Junior Division) shall be carried out as specified in Annexure A.
2. Field training: Civil Judges (Junior Division) appointed under Government Order No. 13833-JK(LD) of 2026 dated 27 October 2026 shall be placed in the courts specified in Annexure B for field training, in accordance with the approved guidelines.
3. Attachment to Judicial Academy: The newly appointed Civil Judges (Junior Division) shall be attached to the J&K Judicial Academy. This arrangement also includes two selected candidates listed in Annexure C whose appointment orders are yet to be issued.
4. Salary arrangements: The salaries of Civil Judges (Junior Division) positioned in various courts under Annexure B shall be drawn from the respective courts where they have been placed.

5. Temporary transfer of vacant posts: Eight vacant posts of Civil Judge (Junior Division) shall be temporarily transferred from the overall cadre to the J&K Judicial Academy to facilitate the payment of salaries of officers attached to the Academy, as specified in Annexure C, until further orders.
6. Attachment of promoted officers: Civil Judges promoted to the Senior Division under Order No. 1578 of 2026/RG dated 10 October 2026 shall remain attached to the concerned Registrars Judicial until further adjustment, as specified in Annexure D.
7. Additional charge of courts: The additional charge of courts where trainee Civil Judges (Junior Division) have been positioned shall remain with the officers specified in Annexure E.
Important Instructions for Judicial Officers
All officers covered by the transfer, posting, deputation or attachment orders must report to their respective stations on or before 1 November 2026.
Any curtailment of joining time shall be accounted for against the leave account of the concerned officer, in accordance with the applicable rules.
Newly appointed Civil Judges under Government Order No. 13833-JK(LD) of 2026 dated 27 October 2026 must submit their joining reports, along with the required documents, to the High Court Registry through the concerned Principal District and Sessions Judges, as directed.
The concerned Principal District and Sessions Judges must ensure that all judicial officers covered by the order report to their assigned stations within the prescribed period.

Exercise of Judicial Magistrate Powers
The officers positioned in various courts under the order shall exercise the powers of a Judicial Magistrate First Class within their respective districts, subject to applicable statutory provisions and rules, for the following purposes:
Recording of statements: Recording statements under Section 164 of the Code of Criminal Procedure, 1973, or Section 183 of the Bharatiya Nagarik Suraksha Sanhita, 2023, as applicable.
Supervision of sealing of contraband: Supervising the sealing of seized contraband in accordance with the Narcotic Drugs and Psychotropic Substances (Seizure, Storage, Sampling and Disposal) Rules, 2022.
Attestation of affidavits: Attesting affidavits in accordance with the applicable provisions of the Oaths Act and other relevant laws.
Other roles and functions shall be performed in accordance with the approved guidelines issued by the High Court from time to time.
