J&K Transfers and Postings

Government Order No.: 1724-JK(GAD) of 2026

The Government of Jammu and Kashmir has ordered the following transfers and postings of IAS officers in the interest of administration, with immediate effect.

1. Shaleen Kabra, IAS (AGMUT: 1992)

Sh. Shaleen Kabra, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, holding additional charge of Financial Commissioner, Revenue, J&K, Administrative Secretary, Estates Department and Administrative Secretary, Revenue Department, has been transferred and posted as:

Director General, Jammu & Kashmir Institute of Management, Public Administration & Rural Development.

2. Chandraker Bharti, IAS (AGMUT: 1996)

Sh. Chandraker Bharti, Commissioner (Additional Chief Secretary), Home Department, shall also hold the charge of the post of:

Financial Commissioner, Revenue, J&K, in addition to his own duties, till further orders.

3. M. Raju, IAS (AGMUT: 2005)

Sh. M. Raju, Commissioner/Secretary to the Government, General Administration Department, holding additional charge of Administrative Secretary, Hospitality & Protocol Department and Department of Disaster Management, Relief, Rehabilitation and Reconstruction, shall also hold the charge of:

Administrative Secretary, Estates Department, in addition to his own duties, till further orders.

4. Saugat Biswas, IAS (AGMUT: 2006)

Sh. Saugat Biswas, Commissioner/Secretary to the Government, Health & Medical Education Department, shall also hold the charge of:

Administrative Secretary, Jal Shakti Department, in addition to his own duties, till further orders.

5. Rehana Batul, IAS (AGMUT: 2010)

Ms. Rehana Batul, Director General, Jammu & Kashmir Institute of Management, Public Administration & Rural Development, has been transferred and posted as:

Commissioner/Secretary to the Government, Tribal Affairs Department.

She will relieve Ms. Avny Lavasa, IAS, of the additional charge of the Tribal Affairs Department.

6. Avny Lavasa, IAS (AGMUT: 2013)

Ms. Avny Lavasa, Secretary to the Government, Tourism Department, who was holding the additional charge of Administrative Secretary, Tribal Affairs Department, has been divested of the additional charge of the Tribal Affairs Department.

She shall now hold the charge of:

Administrative Secretary, Revenue Department, in addition to her own duties, till further orders.
