Un-resolved issues of Non-Teaching employees, J&K School Education

The Jammu & Kashmir School Education Non-Teaching Employees Forum held an extra-ordinary meeting of the Forum in Srinagar under the Chairmanship of Mr. Malik Mohammad Farooq, President of the Forum in which all State, Provincial and District Office bearers were present. The meeting was significantly convened in view of the Hon’ble Education Minister’s announcement regarding advertisement of fresh teacher posts, which he is going to make in a few days and to remind the Hon’ble Minister about the long pending un-resolved legitimate issues of the Non-teaching Employees Forum also.

The Forum discussed the issues at length particularly the non-resolution of the same, now for many years together.The Forum wants to say vehemently and honorably that their demands are logical and legitimate which have been repeatedly brought before the Government but still remain unsolved. .u r at j k u p d a t e s.The most serious issue has been the deficiency of the clerical staff because there has been no creation of clerical staff since 1987 when the re-organization of the Department took place.

Since then the School Education department got vast expansion in terms of infrastructure and appointment of the teaching staff but unfortunately the clerical strength remains by and large at the 1987 level which has put tremendous pressure of work on the meager staff of the clerks in the offices. Because of this preponderant overload of work in offices, the clerical officials have been the unheard victims of trials .u r at j k u p d a t e s.and tribulations as they have to shoulder mostly the undue responsibilities even at the cost of their family life and health. But the forum is proud to say that in spite of facing such huge problems and injustices they never let down the officers and official work in the hope that someday their legitimate demands shall be solved. The Forum believes that now that day has come as the Hon’ble Minister for Education, Jenab Syed Muhamnmad Altaf Bukhari shall surely resolve all the issues.

The Forum wants to remind the Government that all the Directors of School Education Kashmir like Mr. G. A. Peer, Mr. Mohammad Rafi, Mtr. Shagufta Parveen,.u r at j k u p d a t e s. Mr. Tariq Ali Mir, Mr. Showkat Ahmad Beigh, Mr. Shah Faesal, Mr. K. Rajiv Ranjan and the present Director Mr. G. N. !too patiently listened to our demands, agreed with and recommended the same to the Administrative Department. In this regard mention may be made of the following recommendation letters made by the Directors of School Education, Kashmir.

  1. DSEK/NT/Misc-Demand/54/12/SF/3090-91 Dated: 16.02.2013
  2. DSEK/NT/Misc-Demand/54/12/SF/2261 Dated: 24.07.2015.
  3. DSEK/NT/Misc-Demand/54/12/SF/1869 Dated: 22.11.2017. However, till date all these recommendations from the Directors await action from the Administrative department.

Malik Mohammad Farooq also made mention of some 150 head Clerks in the state who are in the limbo of Incharge system, awaiting confirmation in spite of their around 35 years of service in the Department and having attained the age of over 55 years.

The Forum was also unanimous in demanding that issues of InchargeJunior Assistants and contingent paid employees need solution immediately. .u r at j k u p d a t e s.The Forum also urges the Hon’ble Finance Minister Dr. Haseeb Drabu to walk the talk on the promises he made repeatedly, particularly on Dec 25, 2016 at SKICC and at other occasions, removing pay anomalies of clerks before implementation of 7th Pay Commission recommendations so that the grievances of 23000 clerical officials of the state are redressed.

At the end of the meeting, the forum asserted that resolving the issues of clerical employees is peruse the streamlining of the Administrative systems which must be in the best interests of the Government itself.

In this important meeting, among others, Mr. Parveiz Ahmad Tailbali, Mr. Syed Shujah Trumboo, Mr. Mukhtar Ahmad Mulfaqi, Mr. Fida Hussain, Mr. Ali Mohammad Mr. Mohammad Yousuf, Mr. Gh Hassan, Mr. Rakesh Kumar, Mr. Jagdish, Mr. Harpal Singh and Mr. Sulochana Kumari were present.
