Cancellation of selection process in J&K ENERGY DEV. AGENCYSCIENCE AND TECHNOLOGY DEPARTMENT

Whereas, the Science and Technology Department vide O.M No. ST/Adm/J/27/2015dated 09.07.2015 took-up the matter with General Administration Department for filling up of the vacant posts of Jammu and Kashmir Energy Development Agency (JAKE-DA);
Whereas, the process for filling up the vacant posts was initiated by the Departmentin view of JAKEDA’s proposal submitted to the Department in the year 2015;Whereas,the General Administration Department vide OM No.GAD/Adm/90/2015(Part II) dated 30.07.2015, conveyed that the provisions of Jammuand Kashmir Special Recruitment Rules notified vide SRO 202 of 2015 are not applicable to JAKEDA, and accordingly a proposal was submitted to the Department forhiring the services of National Institute of Electronic and Information Technology forcreation of portal for online submission of forms and approval for the same was con-veyed to JAKEDA by Administrative Department vide No. ST/Adm/J-28/2015 dated03.07.2015;
Whereas, the process of recruitment was stopped at that time in view of enhance-ment of mandate of JAKEDA for implementation of SHP Projects from 2MW to 10MWvide Government Order No. 10-PDD of 2017 dated 11.01.2017 wherein no creation ofposts was allowed and the JAKEDA was directed to utilize the existing man power by way of rationalization and re-deployment;
Whereas, sanction was accorded for re-structuring of JAKEDA and adoption of Jammu and Kashmir Energy Development Agency Service Recruitment Rules, 2017wherein 188 posts against the sanctioned strength of 204 posts were structured which included mostly technical/engineering posts;Whereas, JAKEDA vide Administrative Department’s Communication No.ST/Adm/J-16/2016 dated 2.8.2017 was directed to initiate the Recruitment process immediately;
Whereas, a proposal was submitted to the Administrative Department for hiring the services of M/s LM Energy and Software private Ltd. Gurgaon, Haryana for conducting the confidential assignment regarding entire examination process including development of registration / application process till generation and compilation of merits / results etc;
Whereas, the approval for engagement of the Agency was conveyed by the Administrative Department as has been agreed by the then Hon’ble Minister for Science and Technology Department;Whereas, the Agency vide this office No. ST/EDA/36/2015-II/3011-12 dated30.08.2017 was authorized to complete the job for conduct of written test etc. of various vacant posts in JAKEDA;
Whereas, advertisement Notice No. 1,2,3 and 4 were published in print media videNos. ST/EDA/36/2015/3099 dt. 12.09.2017, ST/EDA/36/2015/3100 dt. 12.09.2017,ST/EDA/36/2015/3101 dt. 12.09.2017 and ST/EDA/36/2015/II/3302 dt. 28.09.2017respectively, for inviting applications for filling up the following 77 vacant posts of var-ious categories
