Subject : Final Seniority List of Statistical Assistants (UT/JDC/KDC) of J&K Economics & Statistics (Subordinate) Service as on 01.01.2022.

Whereas, Rule-11 of SRO 252 J&K Economics & Statistics (Subordinate) Service Recruitment Rules, 1989, provides for maintenance of updated and final seniority of members of the service strictly as per J&K Civil Services (Classification, Control & Appeal) Rules 1956
Whereas, the Directorate of Economics & Statistics has notified the Tentative Seniority list of Statistical Assistants viz., UT Cadre/ Divisional Cadre Jammu/ Divisional Cadre Kashmir as on 01.09.2020 vide Circular No. 06- DES of 2020 dated 29.10.2020, Revised and Updated
Tentative Seniority List vide Circular No. 05-DES of 2022 dated 10.05.2022 for inviting objections, if any, from the members of the service within the stipulated time period from the date of issuance of Circular with documentary proof in support of their claim.
Whereas, some representations cum objections were received by the Directorate against the tentative seniority list of Statistical Assistants viz., UT Cadre/ Divisional Cadre Jammu/ Divisional Cadre Kashmir which were considered and examined in the Directorate;
Whereas, the Directorate has examined the representations of the applicants with regard to fixation of seniority of applicants falling in different panels received from SSB in April 2015 and May 2015 followed by different appointment orders issued by the Department and the same stands rejected as per Order No. 165-DES of 2021 dated 03-08-2021.
Whereas, the Legal Notice dated 14.06.2022 for redress & of the grievances of Statistical Assistants (Khurshid Ahmad & Ors) was examined by the department and the plea of the applicants for determination of their seniority before the direct appointees were found devoid of any
merit and rejected vide letter No. DESESTT0NG/277/2022-1/26377/2022 dated 16.08,2022.
Whereas, necessary changes have been incorporated in the seniority list wherever required as warranted under rules on the basis of the representation/ objection which were found valid and those found devoid of any merit were rejected and reason for the same have been intimated to the concerned applicants accordingly.
Whereas, the Statistical Assistants apportioned to UT of Ladakh vide Govt Order No. 1212-JK (GAD) of 2021 dated 15.11.2021 have been included temporarily in the seniority list and shall be detached subsequently in terms of Circular No. 09- JK(GAD) of 2022 dated 08.03.2022 till the time the Statistical Assistants (UT of Ladakh) who had been placed as I/c Statistical officer on OPG basis
are regularized by the DPC, as per Circular No. 20-JK(GAD) of 2021 dated 19.06.2021.
Now, therefore, without prejudice to and subject to the outcome of writ petition, if any pending in the Court of Law, the Final Seniority List (cadre wise) of Statistical Assistants borne on the J&K Economics & Statistics (Subordinate) Service as on 01.01.2022 is hereby issued
forming Annexure ‘I, II & III’ to this Order.
The date(s) of birth as well as category recorded (RBA/OSC/ALC) indicated against the official in the final seniority list, shall not be taken as authentic, and, shall be subject to the verification from the Service Book(s)/Matriculation Certificates/ other relevant government
record as prescribed under rules.
