Final Seniority list of Physical Training Instructors (PTIs) & Librarians (AGP Rs. 9000/, 8000/-, 7000/- & 6000/-) of J&K Education (Gazetted) College Service, Class-II Category ‘B & C’ Class-Ill Category ‘B & C’, Class-IV Category ‘B & C’, Class-V Category ‘D & E’ respectively as on 20.05.2025.

WHEREAS, the department has issued Final Seniority List of Physical Training Instructor (PTIs) and Librarian of Government Degree Colleges of Jammu and Kashmir as on 31-07-2020 vide Circular No. 06-HE of 2020 dated 18.09.2020; and
WHEREAS, a number of Physical Training Instructor (PTIs) & Librarians under different categories have retired on superannuation/expired and a number of Physical Training Instructor (PTIs) & Librarians have been placed through Career Advancement Scheme (CAS) to Class-II, III, IV Category “B & C” & V Category- D & E of Physical Training Instructor (PTIs) & Librarians in the Academic Grade Pay of Rs. 9000/-, Rs. 8000/-, Rs. 7000/- & Rs. 6000/- since 2020, which has necessitated for the issuance of fresh seniority list as permissible under rule 24(1) of the Jammu and Kashmir Civil Services (classification, control, and appeal) Rules, 1956 applicable to J&K Education (Gazetted) College Service; and
WHEREAS, pursuant to the re-organization Act, 2019, the Union Territory of Jammu and Kashmir and Union Territory of Ladakh have been established, Moreover, as per SRO-816 dated 25.10.2019 and SRO-827 dated 25.10.2019, posts of J&K Education (Gazetted) Service have been segregated and notified separately for both the Union Territories; and
WHEREAS, the issue has been examined and it has been observed that some of the Physical Training Instructors (PTIs) & Librarians have been placed in next higher grade under Career Advancement Scheme (CAS) as per UGC guidelines vide Government Order No.201-JK(HE) of 2020 dated 16.04.2020; and
WHEREAS, vide Circular No 01-HE of 2024 dated 15.01.2024 a tentative seniority list of 139 PTIs/Librarian has been issued for circulation amongst the faculty members of the services for inviting objections, If any; and
WHEREAS 12 objections were received, which have been examined in consultation with Director Colleges and were found in order and necessary corrections have been made; and
WHEREAS, as per the Rule-24(1) of the Jammu and Kashmir Civil Service (Classification, Control and Appeal) Rules, 1956, the seniority of a member of the J&K (Gazetted) Services has reference to the service, class, Category or grade with reference to which the Question has arisen such seniority shall be determined by the date of his first appointment to such Service, Class, Category or Grade as the case may be;
(Provided that the inter-se-seniority of two or more persons appointed to the same service, class, category or grade simultaneously will, notwithstanding the fact that they may assume the duties of their appointments on different dates by reason of being posted to different stations, be determined).
NOW, THEREFORE, as per Rule 10 of J&K Education (Gazetted) College Service Recruitment Rules, 2008 notified vide SRO 423 dated 23.12.2008 read with SRO 124 of 2014 dated 21.04.2014, a Final seniority list of members of J&K (Gazettes) College Service Class-II, III, IV Category-B & C’ & Class-V Category- D & E of Physical Training Instructors (PTIs) & Librarians in the pay grade of 9000/-, 8000/-, 7000/- & 6000/- as it stood on 15.01.2024 forming “Annexure-A” & “Annexure-B” (Librarian) to this circular is hereby notified accordingly.
(The seniority list shall be final and shall be subject to outcome of any writ petition(s) pending before any competent court(s) of law. The date of birth recorded in the seniority list shall be subject to further verification from the service book and matriculation certificate of the concerned Faculty Members).
