J&K Tribal Affairs Department Scholarship Programme Notification

Tribal Affairs Department launches Scholarship Programme in Aviation sector
“Wings To Fly” for meritorious Youth belonging to Scheduled Tribes for Commercial Pilot license and Cabin Crew & Ground Staff Certificate Courses.

The civil aviation sector offers bright career opportunities to meritorious youth and
to facilitate Tribal Youth of J&K for being a part of this journey, a customized program with the name Wings to Fly is aimed to provide financial support to meritorious youth belonging to the Scheduled Tribe Community for pursuing their professional career in aviation industry.

In the first phase following civil aviation courses shall be eligible for grant of scholarship under this program:

Commercial Pilot License (CPL) Course

Ground Staff & Cabin Crew Training (GS & CCT) Courses

The scheme shall cover expenses incurred by the candidate on following:

Admission Fee

Tuition Fee

Library Fee

Laboratory Fee

Sports Fee

Examination Fee

Hostel Charges/ Hostel Fee

Transport Fee

Other expenses, not exceeding 50,000/ annum, incurred on Purchase of Books/
Study Material/ Stationery items, etc.

Eligibility Criteria

The candidate should be a domicile of the Union Territory of Jammu & Kashmir.
The candidate must possess a valid Domicile Certificate issued by the
Competent Authority in the prescribed format;

The candidate should belong to the Scheduled Tribe Community. He/She must
possess a valid category certificate issued by the Competent authority;

The candidate must have passed 12th grade examination or equivalent from
any recognized institution with minimum 60% marks or equivalent grade with
Physics and Mathematics as compulsory subjects;

The candidate must be of the age not less than 17 years on the date of start
of training;

The candidate must have qualified Pre-Admission Entrance Test conducted by
Directorate General of Civil Aviation (DGCA) or DGCA approved Academy /
School, Government of India;

30% of the scholarships shall be reserved for the girls if eligible otherwise;
Selection Procedure:

Tribal Affairs Department or its designated agency shall invite online applications from eligible interested candidates concurrently when DGCA / DGCA
approved Academy / School invites applications for entrance examination for
any particular course;

The selection of the candidates to be covered under the scheme shall be based
on the merit scored by the candidates in Entrance examination of the course
for which scholarship is sought;

For CPL course, first 10 candidates (in each course) in the order of merit scored
in the Entrance Examination conducted by DGCA / DGCA approved Academy /
School shall be considered for providing scholarship under the scheme.
However, for GS & CCT courses, first 20 candidates in the order of merit scored
in the Entrance Examination conducted by IATA approved Academy / Institute
shall be considered for providing scholarship under the scheme;

In case of any tie in the merit scores, the marks scored in 12th grade examination shall be given preference. In case, the tie still persists, the candidates
shall be selected for the scholarship in the order of age i.e. the candidate older
in age shall be given preference.

Funding Procedure

The scheme is provisioned to provide financial support to the extent of 35.00
Lakh for CPL course and 5.00 Lakh for GS & GCT courses to eligible candidates.

The scholarship amount shall be credited to official account of the College/
Academy/ hostel allotted to the applicant selected under this programme.

The scholarship amount shall be disbursed with an yearly cap of 15.0 lakh on
the basis of ‘As & When Demanded by the College/ Academy/ Hostel as per
norms governing the allotted College/ Academy subject to submission of all the
requisite documents.

The release of First scholarship Installment shall be subject to the production
of following documents in original or (photo copies duly attested by the college/academy to the candidate) before the screening committee of Tribal
Affairs, Department, J&K, to be constituted by the Secretary to Government,

Tribal Affairs Department for the purpose:

Date of Birth Certificate

Domicile Certificate

Aadhaar Card

ST Category Certificate

Offer letter/ Admission Confirmation from the academy/ Proof of Entrance
Score

Affidavit to the effect that he/ she has not taken benefit earlier under this
scheme.

The subsequent Installments of scholarship, if applicable, shall be released
after the successful completion of previous Semesters of the course and subject to the production of following documents:

Certificate from academy/ college/ institution that the candidate attended of more
than 80% theory classes and more than 90% of practical classes, if applicable, during previous Academic Year;

Proof of Successful Completion of the required training / DGCA papers.
