Appointment of the candidate for the post of Laboratory Assistant (Level-4) from the select list issued by JKSSB under Advertisement Notification No. 05 of 2015 dated 01.09.2015 – regd.
Whereas, pursuant to the conclusion of the selection process conducted under Advertisement Notification No. 05 of 2015 dated 01.09.2015, the Jammu & Kashmir Service Selection Board (JKSSB) vide communication No. JKSSB-Scry/21/2024-03 dated 28.02.2025 forwarded the select list of 46 candidates along with wait list for the posts of Laboratory Assistant under Item No. 260 to the Administrative Department (HME) which was subsequently endorsed to this institution vide communication No. ME-NG/217/2025-02 (E-7630254) dated 27.03.2025 with the recommendation to issue appointment orders in favour of selected candidates after due verification of Character & Antecedents from the Criminal Investigation Department (CID); and
Whereas, appointment orders were accordingly issued in favour of the 40 candidates (35 from the main select list and 05 from the wait list) after completion of the prescribed appointment formalities and the said candidates were directed to join this office within the stipulated period specified in their respective appointment orders, failing which their appointment would be deemed to have been cancelled ab initio without any further notice; and
Whereas, the appointed candidates have joined this institution within the prescribed time frame. Further, CID verification has since been received in respect of 01 more candidate from the main select list under RBA category based on the V-Roll information furnished by him; and
Now, therefore, consequent upon the receipt of the said satisfactory Character and Antecedents Verification report from the Criminal Investigation Department, sanction is hereby accorded to the temporary appointment of below-mentioned candidate to the post of Laboratory Assistant in the grade pay of 5200-20200+2400 (Revised 25500-81100/Level-4) in the Govt. Medical College and its Associated Hospitals, Jammu:

The appointment of the aforementioned candidate shall however be subject to the following conditions:
1. The appointee shall submit his/her joining report to the Administrator, Govt. Medical College & Associated Hospitals, Jammu within a period of 21 days from the date of issuance of this order and in case of failure on behalf of appointee to join within the stipulated period, his/her appointment shall be deemed to have been cancelled ab-initio without any further notice.
2. The appointee shall be allowed to join only on the production of the following documents in Original:
a. Date of Birth Certificate.
b. Academic Qualification Certificates.
c. Domicile Certificate issued by the Competent Authority.
d. Health Certificate issued by the Chief Medical Officer, concerned.
e. That, if the candidate has taken loan for self-employment from DIC/Employment Department, to be ascertained from the District Industries Centre (DIC) and District Employment and Counselling Centre of the Domicile District, he/she shall relinquish the proprietorship of unit/enterprise and also stakes, if any, in such self-employment unit/enterprise before joining the Government Service. He/she shall be required to repay the entire loan liability in suitable EMIs to be worked out by the DDO concerned from his/her salary. DDO concerned shall obtain an affidavit from the concerned appointee regarding both relinquishment of proprietorship and stakes, if any. In such self-employment unit/enterprise and recovery to be made and also personally monitor its recovery.
f. Relevant Category Certificate, wherever applicable.
g. Any other document(s) as required under rules.
3. Verification/genuineness of the qualification certificates and the reserved category certificates from the concerned issuing authorities.
4. The salary of the appointee shall not be drawn and disbursed to him/her unless, satisfactory report in respect of (3) above is received in his/her favour.
5. The appointee shall be governed by the “New Pension Scheme” as notified vide SRO-400 of 2009 dated 24-12-2009.
6. The interim arrangement, if any, made against the above post shall be deemed to have been terminated forthwith.
7. The appointment in Divisional Cadre is non-transferable from one Division to another or from one Medical College to another.
8. The appointment of the selected candidate shall further be subject to outcome of the writ petition(s), if any, pending on the subject before any court of competent jurisdiction.
9. The inter-seniority of the appointee shall be as per the merit secured by him/her in the selection process, as indicated against his/her name in the selection list furnished by the J&K Service Selection Board.
The appointee shall give an undertaking duly attested by the First-Class Magistrate in the shape of an affidavit to the effect that:
a) If on verification from the concerned issuing authorities, the qualification certificate/reserved category (wherever applicable) is found forged, false or fake, the appointee shall have no claim for appointment.
b) The appointee shall abide by all the terms & conditions as laid down in their appointment order.
c) The appointee shall be liable for action as warranted under rules for violating any of the aforementioned conditions as indicated in their appointment order.
The appointee shall be initially on probation for a period of two years, and confirmation on the post shall be subject to successful completion of probation period in accordance with rules.
