Final Seniority List of the Junior Scale Officers/Members of the Jammu and Kashmir Administrative Service as on 20.t2.2024
Government Order No:12-JK(GAD) of 2025, Dated:02-01-2025.
WHEREAS, vide Government Order No. 1779-JK(GAD) of 2024 dated t6.L0.2024, a tentative seniority list of the Junior Scale
officers/members of the Jammu and Kashmir Administrative Service of 2011, 2012-1, 2012-,20L3, 2015,2018, 2019, 2020,2023 and 2024 batches, as it stood on 01.10.2024, was notified for information of all the concerned officers/members;
AND WHEREA, it was, inter-alia, mentioned in the above referred Government Order that:
a) any member of the service included in the tentative seniority list, aggrieved with the position assigned to him/her or the details vis-A-vis his/her date of birth, may represent to the General Administration Department, along with documentary evidence, within a period of 21 days from the issuance of the Government Order: and
b) details vis-d-vis reserved category to which a member belong, excluding ST and SC candidates, shall be mentioned against the name in the final seniority only after a valid certificate in this regard is produced by the candidate within 21 days from the issuance of the tentative seniority.
AND WHEREA.$ no objection has been raised by any officer to the seniority position assigned to him/her in the tentative list.
However, various reserved category certificates were received for reflecting the reserved category status against their names in the final seniority list. Besides, three (03) Junior Scale Officers have requested for rectification of their date of birth, mentioned in the tentative seniority list;
AND WHEREAS, upon examination of the category certificates provided by the Junior Scale JKAS Officers for inclusion in
the seniority list, it was observed that these certificates were issued in accordance with SO 176 dated t5.3.2024 and this amendment in the Reservation Rules has resulted in the Inclusion of various castes under the ST category and the creation of a separate subcategory, ST-2, in the reservation rosters for direct recruitment. Given that a 10% reservation has been introduced for ST-2 category applicants in direct recruitment only, it was decided to seek the opinion of the Department of Law, justice and Parliamentary Affairs on the following points:
(a) whether the Government employees who have obtained ST-2 certificate in pursuance to SO 176 dated 15.3.2024 is
required to be reflected in the seniority list or not?
(b) whether the candidates who are selected in ALC/RBA/EWS or any category, can change their category to ST-2 or any
other category on production of the relevant certificate, in their seniority list after their appointment?
