Whereas, in compliance to communication received from Mission Director Holistic Agriculture Development Programme (HADP) vide No. E-7358056/Plan-2/2/2023 dated:-07.02.2024, this office vide Advertisement Notification No. 01-DDCR of 2024 dated 29.02.2024 invited applications on prescribed format for engagement of Krishi Udyamis (KUs) on contractual basis for a period of two years ( extendable) for 07 identified Krishi Kissan Ghars in District Ramban.

Whereas, the requisite qualification for selection against engagements of Krishi Udyamis as mentioned vide above referred notification has been reproduced for ready reference below: Description Maximum Points Domicile of Local Panchayat 25 Points Female Candidates 05 Points Educational Qualification 45 Points Diploma in Agri/BHT/BAT 15 Points General Graduation (Science) 25 Points Graduation in Agri & Allied Courses 05 Points Post- Graduation (Science/Agri. & Allied) 10 Points Diploma/Certification in Computers 15 Point Total Marks 100

Whereas, the cut off/last date for applying for these posts, and for determining the eligibility of the candidates for purpose of education/category and other benefits was 25.03.2024.

Whereas vide this office communication No. DDCR/PLg/2024-25/538-43 dated 04.06.2024 and DDCR/Plg./2024-25/574-80 dated 07.06.2024. Scrutiny committee was constituted for security of document of eligible candidates for engagements of Krishi Udyamis (KU)/Agriculture Entrepreneur in under Holistic Agriculture Development Programme (HADP) in District Ramban. Whereas 32 no. of forms have been received by the end of deadline set for receipt of forms.

Whereas, the Provisional Selection list as prepared by the aforesaid Selection Committee for the post of Krishi Udyamis (KU) in Agriculture Department District Ramban was circulated in the social media and other platforms for inviting objections vide notification issued under endorsement No. ADDC/11/2024-25/131-135 dated 11.07.2024.

Whereas, pursuant to the above, one representation was received out of three applicants from Sh. Vicky Singh S/o Phooljeet Singh has been figured in two KKG’s centre viz. Agriculture Extension office, Ramban and Sub-Divisional Agriculture Office, Ramban and he has consented for consideration of his candidature in Agriculture Extension office, Ramban. Further, only two (02) candidates have applied for Agriculture Extension Office, Batote.

Whereas, the proposal for notifying the final selection list for the aforesaid 07 posts of Krishi Udyamis in Agriculture Department Ramban, advertised vide Notification No: 01-DDCR of 2024 dated:- 29.02.2024 issued under endorsement No. DDCR/PLg/KUs2023-24/13175-78 dated 29.02.2024 as prepared by the concerned Scrutiny Committee, which after due consideration and deliberation on various aspects attendant to the selection approved its notification.

Whereas, Principal Secretary to Government, Agriculture Production Department, J&K in its meeting held on 09.07.2024 directed that the waiting list of each KKG centre may also be declared along with selection list. Now, therefore, the final selection list of the candidate for the 07 posts of Krishi Udyamis (KU) in Agriculture Department, Ramban advertised vide Notification No:- 01-DDCR of 2024 dated:-29.02.2024 issued under endorsement No. DDCR/PLg/KUs2023-24/13175-78 dated 29.02.2024, is hereby notified as per Annexure “A” and waiting list of each center as Annexure “Et”. Joining of each selected shall be subject to the fulfillment of following conditions:

• The selected Krishi Udyamis shall enter in to an agreement with the Agriculture Production Department and shall have to deposit a refundable security amounting to Rs. 10,000 (Rupees ten thousand only) in the form of Fixed Deposit Receipt from any scheduled commercial bank.

• The selected Krishi Udyamis shall work on a franchise-franchisee basis, the operation of Kisan Khidmat Ghars (KKGs) at the panchayat level will be carried out by KUs under the support and framework provided by the Agriculture Production Department with the aim of fostering entrepreneurship, local empowerment and the effective delivery of agricultural services in District Ramban.

• The Selected Krishi Udyamis are not entitled to claim any regular appointment.

• The selected Krishi Udyamis will function as custodians of the infrastructure and facilities, being responsible for their maintenance. Assets provided by the department for KKGs shall remain the exclusive property of the department. KKGs shall be managed by KU under the supervision of a Designated Agriculture Production Department, Officer from the respective locality ensuring alignment with department goals and guidelines.

• The selected Krishi Udyamis shall be provided with requisite training to enhance their skills. They will be entitled to a payment of fees out of contingency for participating in such training sessions and programs.

• Village/panchayat level workers of Agriculture and allied departments shall extend their functions through KKGs, enhancing the reach and impact of agriculture services.

• The selected Krishi Udyamis shall charge nominal service charges and adhere to all requisite norms for extending services. A rate card for service charges shall be issued by the Mission Director, HADP from time to time. Weekly reporting to Panchayat, Block and line departments is mandatory.
