US President Donald Trump said the United States is engaging with “the right people” in Iran to try and end the ongoing conflict, even as Tehran continues to deny that any formal negotiations are underway. He added that both sides are “in negotiations right now,” without offering further details.

According to reports, including Israel’s Channel 12, Washington has put forward a 15-point proposal outlining terms for ending the war. The framework includes strict nuclear restrictions, limits on regional activities, and the reopening of the Strait of Hormuz, a key global oil route.

While the proposal broadly reflects US and Israeli war objectives, concerns remain that a preliminary “framework agreement” could be rushed before all conditions are fully finalised.

US Demands of Iran

  • Iran must dismantle its existing nuclear capabilities.
  • Iran must commit never to pursue nuclear weapons.
  • There will be no uranium enrichment on Iranian territory.
  • Iran must hand its stockpile of some 450 kilograms of uranium enriched to 60 percent to the International Atomic Energy Agency in the near future, in a timetable to be agreed.
  • The Natanz, Isfahan and Fordo nuclear facilities must be dismantled.
  • The IAEA, the UN’s nuclear watchdog, must be granted full access, transparency and oversight inside Iran.
  • Iran must abandon its regional proxy “paradigm.”
  • Iran must cease the funding, direction and arming of its regional proxies.
  • The Strait of Hormuz must remain open and function as a free maritime corridor.
  • Iran’s missile program must be limited in both range and quantity, with specific thresholds to be determined at a later stage.
  • Any future use of missiles would be restricted to self-defense.

What Iran gets in return

  • Iran would receive a full lifting of sanctions imposed by the international community.
  • The US would assist Iran in advancing its civilian nuclear program, including electricity generation at the Bushehr nuclear plant.
  • The so-called “snapback” mechanism, which allows for the automatic reimposition of sanctions if Iran fails to comply, would be removed.

The proposal reportedly forms part of a broader plan for a temporary ceasefire followed by negotiations on a final agreement. However, uncertainty remains as Iran has rejected claims of active talks, while regional tensions and military build-up continue to raise concerns over further escalation.

Israel is concerned with these conditions, since it risks a situation in which the Iranians would essentially have emerged with the upper hand, with the conflict ending before the precise terms are agreed
