Key Demands & Proposed Hikes for Central Government Employees

The major proposals discussed under the 8th Pay Commission include changes in fitment factor, allowances, pension benefits, family unit definition, and minimum pay structure.
Under Fitment Factor & Salary Hike, the fitment factor may go up to 3.25. The annual increment is proposed to increase to 7% instead of the current 3%. FNPO has suggested a multi-level fitment factor ranging from 3.0 to 3.25 based on the Aykroyd formula.
In Allowances & Pension, a proposal includes ₹20,000 per month medical allowance for non-CGHS employees, introduction of a cash option for LTC, and restoration of the Old Pension Scheme (OPS) by scrapping NPS.
Regarding the Family Unit, it is proposed to increase the definition from 3 members to 5 members (including parents), which could result in a 66% increase in basic pay.
For Proposed Minimum Pay, Level 1 (Entry-C) is suggested at ₹54,000, while Level 10 (Entry-A) is proposed at ₹1,74,000. These figures are illustrative and based on the FNPO proposal.
