District Sheep Husbandry Important Notification

Extension of last date of Advertisement of Farmers Welfare Schemes pertaining to Sheep Husbandry under Holistic Agriculture
Development Programme for the Year 2023-24.

Keeping in view poor response of online application in some components of Holistic Agriculture Development Programme (HADP) published by this office vide No. DSHO/Rbn/Tech/2023-24/1065-79 Dated:-24.07.2023, online Applications invited from the interested eligible un-employed Individuals/Group of Individuals/Self-Help Groups/Cooperative- Society/Farmers Producer
Organization for availing the benefits of various projects under Holistic Agriculture Development Programme (HADP) for the Year 2023-24 is hereby extended upto 10-10-2023. The projects pertaining to Sheep Husbandry under HADP include :

1)Self-Sufficiency in Mutton Production

2) Promotion of wool/ pelt processing and marketing.

How to apply :

a) The applicants are advised to submit the online application forms on Official dashboard https://hadp.jk.gov.in

b) Last date for submission of online applications : 10.10.2023.

The components under the project Self-Sufficiency in Mutton Production of the programme are as under:

A) Establishment of 50 Ewes/Does unit (Commercial Farm) on Subsidy Mode :

a) Salient Features/Mode of Operation :-

1) A Sheep/Goat unit would mean a unit of minimum 50 Ewes/Does.

2) Total Cost of One unit of 50 Ewes/Does including cost of animals plus insurance premium is Rs.5.00 Lacs.

3) Sheep/Goats shall be procured at the breedable age of 1.5-2 years

4) The Beneficiary shall be bound to maintain the Unit for a minimum period of 2 years and One cannot transfer the
unit to any other person at his own.

5) The 50% subsidy of the unit cost with maximum ceiling of Rs. 2.50 Lacs is fixed for 1 unit of 50 animals. However, if number of applicants is less in number in proportion to the assigned targets and if any applicant/entrepreneur intends to set up multiple units of 50 sheep/goats, he shall be entitled for the subsidy accordingly. To clarify, if a person intends to set up a unit of 100 sheep/goats, he will be entitled for subsidy two times of that available for one single unit with maximum ceiling of 200 sheep/goats per applicant.

6) 20% SC/ST and 10% Women Beneficiaries shall be covered under this component.

7) Breed selection shall be done as per the requirement of Department and the Beneficiary.

8) Once the beneficiary has established the unit of animals, 50% of the unit cost as subsidy amount or maximum ceiling whichever is less shall be released by the District Sheep Husbandry Officer (DSHO) on production of the invoice and physical verification of the unit by team constituted by the DSHO concerned.

9) Release of subsidy will be only through DBT.

10) The beneficiary can opt for self finance or can avail loan facility by depositing 10% marginal money.

11) All the Animals of the Unit shall be UID Tagged and registered on INAPH /NDLM/Smart Sheep Portal which shall be regularly verified by the concerned VAS.

12) All the Animals are essentially to be Insured Annually for which 100% Premium shall be borne by the unit holder commencing from the day of establishment of the unit.

13) Disposing of unit at one’s own within 2 years of establishment of unit shall invite legal action against the defaulter and in that case, defaulter shall be bound to return subsidy paid to him by the department along with 25% penalty.

b) Eligibility :-

1. Any individual/ group of individuals/ self help groups/ cooperative society/ Farmer Producer Organizations (Efforts will be made to cover 20% SC/ST and 10% women beneficiaries).

2. Applicant must have sufficient land holding, infrastructure, fodder/grazing area and manpower resources available to
maintain the unit on organized pattern.

3. Age Limit : 18- 55 yrs.

B) Assistance to the Sheep/Goat Rearers towards creation of Infrastructure at Highland Pastures(One Kacha Kotha/Dhoka & Paddock):-

a) Salient Features/Mode of Operation :-

1) Beneficiary is required to Construct Kacha Kotha/Dhokas with Paddock with minimum Dimensions of 200 Sq.Ft each for Kotha and Paddock.

Eligibility :-

1) Any Individual (Sheep/Goat rearer) who is a resident of Ramban district and migrates to Highland pastures of Jammu/Kashmir/Ladakh division with Grazing Rights for his Livestock at Highland Pastures.

2) Applicant must own a sizeable Number of Sheep and Goats.

3) Applicant must possess valid BPL Ration Card or Any other valid document in case one intends to claim the preference
under BPL/Widow category.

The component under the project Promotion of wool/ pelt processing and marketing of the programme are as under:

A) Application for assistance to FPOs dealing with aggregation, value processing and marketing for wool and pelt.

Selection of Beneficiaries :

The selection of Beneficiaries shall be done by the Committee of Officers constituted for the purpose. For any Queries/Clarifications, Applicants may feel free to visit the Office of District Sheep Husbandry Officer, Ramban or the office of any Veterinary Assistant Surgeon during office hours on any working day.
