Dated: 04.08.2025

Whereas, the Health & Medical Education Department, vide above quoted letters referred 06 posts of Child Psychologist (Ancillary Staff), under OM category, one each, in Government Medical College Anantnag, Doda, Kathua, Rajouri, Udhampur, and Handwara, to the J&K Public Service Commission for selection; and,

Whereas, the posts were advertised, vide Notification(s) No. 28-PSC (DR-P) of 2023 dated 08.06.2023, No.30-PSC (DR-P) of 2022 dated 30.12.2022, and 31-PSC (DR-P) of 2022 dated 30.12.2022; and,

Whereas, the written test was conducted on 03.11.2023 and 30 candidates (common) were declared to have qualified the written test vide Notification No. PSC/Exam/S/2024/20 dated 29.04.2024; and,

Whereas, vide letter NO. JKPSC/DR/Asstt. Prof/H&ME/2022 dated 22.10.2024, the matter was taken up Health & Medical Education for clarification regarding the eligibility viz-a-viz the Clinical Psychologist and the competent authority to issue the certificate; and,

Whereas, the Heath & Medical Education Department vide letter No. ME-Gztd/270/2022-02 (CC:7034182) dated 31.12.2024 conveyed that recognizing body responsible for the education, certification, and the regulation of rehabilitation sciences, including the profession of child Psychologist/clinical Psychologist, is the Rehabilitation Council of India (RCI) as per the provisions of the RCI Act 1992 and Mental Health Care Act, 2017. The Professional Certificate by RCI as Clinical Psychologist with Central Rehabilitation Register (CRR) number is the only valid certification for the post of Child Psychologist/Clinical Psychologist; and,

Whereas, the candidature of the following candidates was already rejected by the Appellate Authority:

1. Mr. Ajaz Ahmad Khan S/o Abdul Hamid Khan – (Roll No. 5900002)

2. Mr. Masood Maqbool S/o Mohamad Maqbool – (Roll No. 5900007)

3. Ankita Choudhary D/o Parveen Choudhary – (Roll No. 5900031)
