J&K Govt Reserves 20 Per Cent of Constable Recruitment for SPOs, Followers

The Jammu and Kashmir Government has amended the Jammu and Kashmir Police Rules, 1960, providing for 15 per cent recruitment of constables through absorption of eligible Special Police Officers (SPOs) and five per cent through promotion of in-service followers.

The amendment, notified by the Home Department on Monday, provides that recruitment to the rank of constables will be made through three channels: 80 per cent by direct recruitment, 15 per cent by absorption from eligible SPOs and five per cent by promotion of eligible in-service followers.

The new provision, inserted as Rule 174-A after Rule 174 of the Jammu and Kashmir Police Rules, 1960, has been notified under Section 43(3) of the Police Act, Samvat 1983.

Under the provision, SPOs must have a minimum of three years of engagement, besides meeting the prescribed educational qualification and physical standards. They will also have to qualify the Physical Standard Test (PST) and must have demonstrated excellent performance in counter-insurgency operations, duly approved by the competent authority.

For in-service followers, eligibility requires five years of service along with the prescribed educational qualification and physical standards. They too must qualify the PST as per the rules in force.

The amendment has been issued by order of the Lieutenant Governor and signed by Principal Secretary to the Government, Home Department, Chandraker Bharti.

The notification, S.O. 237, was issued on September 7, 2026, from the Civil Secretariat, Srinagar/Jammu.
