The Health & Medical Education Department vide its communication No. HME/HRM/ 162/2018 Dated 10.06.2020 and 21.07.2020 referred Nine hundred (900) posts of Medical Officer (Allopathic) in H&FW, to the -J&K Public Service Commission, for being filled up in terms of the Jammu and Kashmir Probationer (Condition of Service, Pay and allowances) and Fixation of Tenure Rules, 2020, as per the following breakup.

In addition, 29 backlog vacancies (RBA:15, SC:01, ST:03 &, ALC:10) were also to be filled up.

The J&K Public Service Commission, accordingly, notified these 929 posts, vide Notification No.01- PSC(DR P) of 2020 dated:30.07.2020.

In accordance with the provisions of SRO 388 dated: 10.09.2018, these 929 vacancies were to be filled up solely on the basis of a written test without viva-voce/interview

The posts of Medical Officer shall be filled on the basis of written test only to be conducted by the J&K Public Service Commission

It was specified in the above said notification that the candidates who are domiciled in the Union Territory of J&K and possessing the prescribed academic and professional qualification and age for the said post alone are eligible for applying. It was also specified that the last date of receipt of online applications provided in the notification (i.e. 04.09.2020) shall be the cutoff date for determining the eligibility as regards education 86 professional qualification.

In response to the above said advertisement notification, a total of 2584 applications were received. 2508 candidates were found to be provisionally eligible to appear in the written test.

The written examination was held on 01.11.2020. 2122 candidates (1505 in Srinagar 8, 617 in Jammu) appeared in the said examination. The examination was held at 10 venues; 7 in Srinagar and 3 in Jammu.

It is pertinent to mention here that in order to ensure transparency and fair play, each candidate was allowed to carry back Carbon Copy of Answer Sheet (OMR) for his/ her perusal and records.

The provisional answer key was released on 01.11.2020 for claims and objections, if any, by the candidates. The official answer key was finalized only after examining all the representations submitted by the candidates and after obtaining the opinion of the experts of the subject.

The result of written test was declared on 10.11.2020. 965 candidates who had cleared the benchmark eligibility criteria were directed to get their documents verified at .J&K Public Service Commission offices at Jammu & Srinagar w.e.f. 17.11.2020 to 28.11.2020.

To begin with, the Commission had recommended 459 candidates for appointment as Medical Officer on 14.12.2020 in whose case the documents were complete in all respect. The Commission had similarly recommended 168 candidates in the waiting list.

The recommendations with reference to 183 candidates from the select list 8, 64 candidates from the wait list were kept withheld due to deficiency of various documents.

In pursuance of Commission’s Decision No. 1 1.3 dated: 18.12.2020, a Committee of the Members of the Commission was constituted to look into the cases of candidates in whose case the recommendations have been kept withheld on grounds that the candidates have      submitted documents viz. Domicile/ Registration
certificates etc. which have been issued/obtained after the cutoff date and that the Committee shall scrutinize these cases and make appropriate recommendations for consideration of the Commission.

A notice was also issued and the candidates were conveyed that if he/she wishes to make an),, representation before said Committee of Members the same may be done within five days positively.

The Committee after detailed examinations and deliberations and keeping in view the exemptions/ relaxations granted by various Government Departments recommended “acceptance of these deficient documents as one time exemption because of COVID-19 and not treated as matter of course in future.”

The above recommendations of the Committee were adopted by the Commission and the recommendations r.t. 151 candidates from the select list and the 48 candidates from the wait list were released today on 06.01.2021. The decision w.r.t. remaining 32 candidates from Select List and 16 candidates from the waiting list will be notified in due course of time.

258 posts of Medical Officers, as per the break up given below, could not be filled up as the candidates belonging to the respective categories were either not available or they could not cross the benchmark eligibility criteria prescribed under rules:-

It is important to mention here that the Commission has in order to check impersonation introduced, for the first time, the system of Photography of the individual candidate at the entry of examination halls and also during verification of documents.

It is also important to mention here that despite the disruptions caused due to COVID- 19 restriction, the recruitment of Medical Officer (Allopathic) was conducted on a fast track basis and completed within a period of less than five months from the date of referral of vacancies.
