Waiting List for the Post of Panchayat Secretary in Depart of Rural Development Rajouri
Appointment of Candidates for the post of “Panchayat Secretary” (Wait List), Department of Rural Development and Panchayati Raj, District Cadre Rajouri.

ii. Administrative Department (Rural Development &, Panchayati Raj) letter No. RDD-EsttONG/44/2024-12 (E-753803 1) dated: 21-11-2024.
Pursuant to the recommendations received from Service Selection Board, J&K, Jammu/Srinagar through Administrative Department RD&PR vide letter numbers and date referred above, sanction is hereby accorded to the temporary appointment of the following candidates as “Panchayat Secretary” in District Cadre Rajouri in the pay level of Rs; 19900-63200 (L-2) with immediate effect;
The above appointment shall be subject to following terms and conditions: –
1) The appointee(s) shall report to Project Officer, Wage Employment {Assistant Commissioner Development (ACD), Rajouri within a period of 21 days from date of issuance of this order failing which his/her appointment shall be deemed to have been cancelled without any notice in terms of Circular No: 08-JK (GAD) of 2019 Dated: 04.12.2019 issued by General Administration Department, J&K.
2) The appointee at the time of joining shall produce following testimonials in original and subsequent verification by the concerned DDO from respective issuing authorities and the salary shall be released only after receipt of satisfactory verification reports in this regard:
a. Domicile Certificate.
b. Date of Birth Certificate.
c. Qualification Certificate(s).
d. Category Certificate (if any).
e. Physical fitness certificate.
3) Project Officer Wage Employment {Assistant Commissioner Development (ACD), Rajouri after verifying his/her testimonials and other requisite document(s) shall post them in the blocks as per the requirement/suitability.
4) That if the appointee has taken loan for self-employment from DIC/Employment Department, to be ascertained from the District Industries Centre (DIC) and District Employment & Counselling Centre of the Domicile District, he/she shall relinquish the proprietorship of unit/enterprise and also stakes, if any, in such self-employment unit/enterprise before joining the Government service. He/she shall be required to repay the entire loan liability in suitable EMIs to be worked out by the DDO concerned from his/her salary. DDO concerned shall obtain an affidavit from the concerned appointee regarding both relinquishment of proprietorship and stakes, if any, in such a self-employment unit/enterprise and recovery to be made and also personally monitor its recovery.
5) The appointment shall be deemed to be cancelled if at any stage it emerges that the certificates/testimonials produced by the candidate are fake or forged and legal action may also be initiated against such candidate(s).
6) The seniority of the members of cadre shall be regulated under J&K Civil Services (Classification, Control and Appeal) Rules, 1956 and shall be fixed in accordance with the merit obtained by him/her in the final selection list issued by JKSSB.
7) The appointment of candidates shall also be subject to the outcome of present Q.A No. 1206/2024 (Jammu) and O.A No. 592/2024 (Srinagar) pending before Hon’ble Central Administrative Tribunal (CAT).
8) The appointees shall be initially on probation for a period of two years.
