Appointment of Panchayat Secretary – Rural Development & Panchayati Raj, Udhampur

ORDER No. 208-DRDJ of 2026 DATED: 13-04-2026
Pursuant to the recommendations received from the Service Selection Board, J&K, Jammu/Srinagar, through the Administrative Department, RD&PR vide letter numbers and dates referred above, sanction is hereby accorded to the temporary appointment of the following candidate as Panchayat Secretary in District Cadre Udhampur in the pay level of Rs. 25,500–81,100 (L-4) with immediate effect:
The candidate selected from the JKSSB select list at serial number 01 is Sachin Kumar, son of Roshan Lal, resident of Seri Battal, Seri Palai, Kharah Balli, Jammu – 181204, under ALC/IB category.
Terms and Conditions :
The appointee shall report to the Project Officer, Wage Employment (Assistant Commissioner Development – ACD), Udhampur within a period of 21 days from the date of issuance of this order. Failing which, the appointment shall be deemed to have been cancelled without any notice, in terms of Circular No. 08-JK (GAD) of 2019 dated 04-12-2019 issued by the General Administration Department, J&K.
At the time of joining, the appointee shall produce the following original testimonials, which shall be verified by the concerned Drawing and Disbursing Officer (DDO). Salary shall be released only after satisfactory verification:

The Project Officer, Wage Employment (Assistant Commissioner Development – ACD), Udhampur, after verification of testimonials and requisite documents, shall post the appointee in a block as per requirement and suitability.
If the appointee has taken any loan for self-employment from the District Industries Centre (DIC) or Employment Department, it shall be ascertained from the DIC and District Employment & Counselling Centre of the domicile district. The appointee must relinquish proprietorship and stakes, if any, in such enterprise before joining government service and repay the entire loan liability through suitable EMIs as determined by the DDO. An affidavit shall be obtained and recovery shall be personally monitored.
The appointment shall be deemed cancelled if at any stage it emerges that the certificates or testimonials produced are fake or forged, and legal action may be initiated against the candidate.
Seniority of the appointee shall be regulated under the J&K Civil Services (Classification, Control and Appeal) Rules, 1956, and shall be fixed as per the merit obtained in the final selection list issued by JKSSB.
The appointment shall be subject to the outcome of writ petition(s) or O.A., if any, pending before any competent court of law.
The appointee shall have no claim or right to continue in the present district of posting if, due to judgments, tribunal directions, or administrative exigencies, the district allotment is modified, altered, or cancelled. No claim for compensation, damages, or preferential treatment shall be entertained.
The appointee shall initially be on probation for a period of two years.
