J&K Govt Puts Students Under Watch Over Attendance, Orders Surprise School Checks, Double Verification

The Jammu and Kashmir Government’s School Education Department has introduced a comprehensive attendance monitoring and verification framework for all government schools across the Union Territory, making physical verification of students mandatory before attendance is uploaded on the JK Smart Attendance application and prescribing regular surprise inspections and audits.
The directions have been issued vide Circular No. 09-JK(Edu) of 2026, dated August 6, 2026, by Commissioner/Secretary to the Government, School Education Department, Ram Niwas Sharma, IAS.
Every teacher shall be responsible for ensuring that student attendance is recorded only after physically verifying the presence of each student in the classroom during the relevant instructional period. Digital attendance shall not be uploaded without such verification.
The department has also directed every government school to maintain a class-wise manual attendance register, with the attendance of each student recorded twice daily—once at the commencement of the school day and again before departure.
The manual register must be authenticated by the concerned teacher and correspond with the attendance recorded digitally through the JK Smart Attendance application. Any discrepancy between the two records shall be examined by the Head of Institution, who will be required to record the reasons and take corrective measures.
Heads of Institutions have been assigned overall responsibility for maintaining the credibility and accuracy of attendance records and have been directed to conduct surprise checks of both manual and digital records.
The circular also provides for monthly certification by Heads of Institutions, confirming that attendance has been physically verified, manual and digital records have been reconciled, and no fictitious or proxy attendance has been recorded.
Cluster Heads, Zonal Education Officers, and Chief Education Officers have been tasked with conducting regular and surprise inspections and random reconciliation of attendance records, including verification of actual classroom strength against digital and manual records.
Schools showing unusually low attendance, prolonged 100 percent attendance, or other abnormal attendance patterns will be treated as priority institutions for inspection.
The department has prescribed minimum monthly inspection targets for supervisory authorities. The Commissioner/Secretary to the Government will inspect at least one school every month, while the Directors of School Education, Jammu and Kashmir, will inspect five schools each. Chief Education Officers and Zonal Education Officers will inspect at least 10 schools under their respective jurisdictions every month.
Cluster Heads have been directed to cover all schools within their clusters at least once every quarter, along with random monthly verification of attendance records.
The circular further directs that attendance verification shall be made an essential component of every academic, administrative, and supervisory inspection conducted by the competent authorities.
Inspecting officers will verify the physical presence of students, the correspondence between manual and digital attendance records, the attendance of teaching staff through the JK Attendance application, classroom teaching-learning activities, and the punctuality and regularity of teachers and students.
The Directors of School Education, Jammu and Kashmir, have been directed to prepare consolidated monthly compliance reports covering inspections, deficiencies, remedial measures, and the status of compliance, and submit the same to the Administrative Department by the 7th day of the succeeding month.
The department has warned that deliberate manipulation of attendance, fictitious or proxy marking, unauthorized uploading of attendance, or material discrepancies between manual and digital records will be treated as serious administrative lapses and may invite disciplinary action under the applicable service rules.
The framework will apply to all Government Schools, PM SHRI Schools, Kasturba Gandhi Balika Vidyalayas (KGBVs), Residential Schools, and Model Schools functioning across Jammu and Kashmir.
The department has called for strict compliance with the circular and directed all concerned authorities to ensure its implementation in letter and spirit. (JKNS)
