Role Overview :

The Child Welfare Committee (CWC) functions under the Juvenile Justice (Care & Protection of Children) Act, 2015.

It is responsible for handling matters related to children in need of care and protection.

Applications on prescribed format (Annexure “A” to this notice) are invited from the eligible applicants for the below mentioned vacant positions of Chairpersons/ Member(s) of Child Welfare Committee(s), in J&K to be filled in accordance with the provisions of the Juvenile Justice (Care and Protection of Children) Act 2015 and Jammu & Kashmir Juvenile Justice (Care and Protection of Children) Rules 2021.

🎓 Eligibility Criteria :

✔️ Educational Qualification

Candidates must have a degree in :

Child Psychology / Psychology

Sociology / Social Work

Law

Human Health / Education

Human Development / Special Education

👉 Must have active involvement in child-related welfare activities for at least 7 years.

Age Limit :

Minimum: 35 years

Maximum: 65 years (as on 31-05-2026)

 

Key Conditions :

Committee consists of 1 Chairperson + 4 Members

At least one woman member is mandatory

Tenure: 3 years (not consecutive reappointment)

Must not:

Hold full-time employment interfering with duties

Have any conflict of interest

Be associated with political parties

⚠️ This is not a permanent government job (honorarium-based position).

Graduation / LLB – 50 Points

Post Graduation / LLM – 12 Points

M.Phil – 3 Points

Terms and Conditions : –

1. The Child Welfare Committee shall consist of a Chairperson and four other members, as the State Government may deem fit to appoint. Among the Members, at least one shall be a woman. The Committee shall function as a Bench and shall exercise the powers vested to a Judicial Magistrate of the First Class under the Code of Criminal Procedure, 1973.

2. Candidates who have already served in any of the above positions shall not be eligible for reappointment for a second consecutive term. A Member/ Chairperson of the Committee may be appointed for a maximum of two terms, provided that such terms are not continuous.

3. The applicant should have attained the age of 35 years and should not have attained the age of 65 years on or before 31-05-2026.

4. Selection/Appointment shall be governed in accordance with the provisions of Juvenile Justice (Care and Protection of Children) Act 2015 and the Jammu & Kashmir Juvenile Justice (Care and Protection of Children) Rules 2021.

5. The person who will be appointed as Chairperson/ Member of Child Welfare Committee shall have a term of only three years from the date of appointment.

6. The person who will be appointed shall be paid such sitting allowances as prescribed from time to time under the Jammu & Kashmir Juvenile Justice (Care and Protection of Children) Rules 2021. No other allowance shall be admissible.

7. The advertisement is NOT a government Job.

8. Cases of misrepresentation /manipulation of records/documents shall be liable for prosecution.

9. Incomplete applications or applications received after the stipulated date shall be rejected. The applications of the candidates who do not possess the prescribed qualification shall be rejected.

10. Candidates shall submit along with their application, self-attestedcertificates of all relevant qualifications and certificates of all experiences which they possess. If any qualification certificate or experience certificate is not annexed with the application same will not be considered if produced subsequently.

11. The decision of the Selection Committee shall be final in the matter ancillary and incidental to the selection of the applicants as Chairperson and Members of the Child Welfare Committee.

12. If a candidate applies for more than one position or for positions in different districts, he/she shall submit separate application forms for each position in each district.

13. A Chairperson or member selected by the Selection Committee should

(i) Beholding such full-time occupation that may not allow the person to give necessary time and attention to the work of the Committee.

(ii) Be associated with any Child Care Institution, directly or indirectly, during his tenure as a member of the Committee or have any other conflict of interest.

(iii) Hold an any office in any political party during his/ her tenure.

14. Eligible candidates will be evaluated on the basis of following criteria regarding academic qualification, experience of work with the Children and the personal interaction by the Selection Committee.
