Vacancy Details :

A total of 227 tentative vacancies have been announced across 10 participating Services/Cadres for the year 2025. The vacancies are distributed across UR, SC, and ST categories. PwBD reservations are applicable as per each cadre’s reporting. The number of vacancies is subject to availability as reported by the respective Service/Cadre Controlling Authorities (CCAs) and may change.

 Eligibility Criteria :

This is a Limited Departmental Competitive Examination open only to serving government employees (JSA/LDC) of the specified participating cadres. Candidates must fulfill all eligibility conditions as on the crucial date for their respective cadre. The eligibility conditions prescribed in the Notice shall not be relaxed under any circumstances.

Eligibility Conditions (Crucial Date and Service Requirements – Post-wise)

Armed Forces Headquarters Clerical Service 01.07.2025 Must have rendered not less than five years approved continuous service in the JSA Grade on the crucial date. Provided that if appointed on the result of a Competitive Examination (including LDCE), the results should have been announced not less than five years before the crucial date and he/she should have rendered not less than four years’ approved continuous service. JSAs on deputation to ex-cadre posts with approval and those having lien in JSA grade are also eligible.
Railway Board Secretariat Clerical Service, Ministry of Railways 01.08.2025 (A) Length of Service: Not less than five years’ approved and continuous service in the Lower Division Grade on the crucial date. If appointed on the result of a Competitive Examination (including LDCE), results should have been announced not less than five years before the crucial date and at least four years’ approved and continuous service rendered. (B) Typewriting Test: Unless exempted, should have passed the typewriting test on or before the date of notification. (C) Age: Not more than 50 years on the crucial date (relaxable as notified by Central Government).
Central Administrative Tribunal 01.01.2025 Five years regular service in the Lower Division Clerk Grade. JSAs on deputation to ex-cadre posts with approval and those having lien in JSA grade are also eligible.
Central Vigilance Commission 01.01.2025 Junior Secretariat Assistant who has rendered five years of regular service in the level in pay matrix.
Election Commission of India 01.07.2025 Junior Secretariat Assistant/Lower Division Clerk who has completed a minimum of three years regular service in the grade. If appointed on the result of a competitive examination (including LDCE), results should have been announced not less than three years before the crucial date and at least 2 years’ approved and continuous service rendered. JSAs on deputation to ex-cadre posts with approval and those having lien in JSA grade are also eligible.
Forest Survey of India, Ministry of Environment, Forest and Climate Change 01.01.2025 Lower Division Clerk having five years of regular service in the grade in Forest Survey of India. JSAs on deputation to ex-cadre posts with approval and those having lien in JSA grade are also eligible.
National Technical Research Organisation 01.01.2025 Junior Secretariat Assistant/Lower Division Clerk of NTRO having five years of regular service in the grade. JSAs on deputation to ex-cadre posts with approval and those having lien in JSA grade are also eligible.
Directorate General, Defence Estates 01.01.2025 Hindi Typist who has rendered five years regular service. Age: Not more than 45 years of age on the crucial date.
Office of Development Commissioner, Ministry of Micro, Small & Medium Enterprises 01.01.2025 Lower Division Clerk of MSME-DO in the Level-2 as per 7th CPC with five years of regular service in the Grade. JSAs on deputation to ex-cadre posts with approval and those having lien in JSA grade are also eligible.

 

Age Limit :

Some Cadre Controlling Authorities have prescribed age criteria for appearing in this examination (refer eligibility table above). Candidate should not be more than the age prescribed by their respective cadre/Cadre Controlling Authority as on the crucial date for their cadre. The following age relaxations are permissible beyond the upper age limit :

For the purposes of claiming age concessions, a certificate from the Director General, Resettlement, Ministry of Defence will be accepted as documentary evidence in support of the claim of Disabled Defence Service Personnel.

Application Fee :

The notification does not mention any application fee for this Limited Departmental Competitive Examination. This is an internal departmental exam restricted to serving government employees of the specified cadres. Candidates are advised to check the official notification on ssc.gov.in for the latest information on fee.

Selection Process & Exam Pattern

The examination consists of two parts: Part-I (Computer Based & Written Examination, 300 marks) and Part-II (Evaluation of Record of Service/APARs, 100 marks). Total marks = 400. Final selection will be made on the basis of aggregate performance in all parts. This is a competitive and not a qualifying examination.

Part-I: Computer Based & Written Examination (300 Marks)

Note: There will be negative marking of 0.25 marks for each wrong answer in Computer Based Examination (Paper-I). Candidates have to attempt the examination in the language (English/Hindi) as opted in the online Application Form. There will be no Question Paper in Braille for Visually Handicapped candidates.

Part-II: Evaluation of Record of Service (100 Marks)

Marks 100 marks earmarked for evaluation of record of service (APARs – Annual Performance Assessment Reports)
Usage Marks obtained in Part-II will be added for ascertaining the rank of the candidate. Once the APARs have been evaluated, no request for change in APAR grading will be entertained by the Commission under any circumstances.

Syllabus of the Examination

Paper-I (CBE) General Awareness Questions aimed at testing General Awareness of the environment around and its application to society. Current events; matters of everyday observations and experience in their scientific aspect; History, Culture, Geography, Economics, Science, General Politics and Scientific research relating to India and neighboring countries.
Paper-I (CBE) English Language and Comprehension Understanding and knowledge of English language: Vocabulary, spelling, grammar, sentence structure, synonyms, antonyms, sentence completion, phrases and idiomatic use of words, comprehension of a passage. Questions will be of matriculation level.
Paper-II (Written/Descriptive) Noting, Drafting & Office Procedure Knowledge of office procedure in the Secretariat and Attached Offices; ability to write and understand notes and drafts. Candidates are required to study the Manual of Office Procedure (including Ministry of Railways version), the Rules of Procedure and Conduct of Business in the Lok Sabha and Rajya Sabha, Hand Book of orders issued by Ministry of Home Affairs regarding use of Hindi for official purpose of the Union, and Reservation Policy for SC/STs in services and orders issued by Government thereon from time to time.

Mode of Selection

Step 1 Based on performance in Paper-I (CBE) of Part-I, candidates will be shortlisted for evaluation of Paper-II (Descriptive Paper) of Part-I. Candidates not qualifying Paper-I will not be evaluated for Paper-II and will not be considered for further selection.
Step 2 Based on aggregate performance in Paper-I and Paper-II of Part-I, candidates will be shortlisted for evaluation of record of service (Part-II). Candidates not qualifying Part-I aggregate will not be eligible for Part-II evaluation.
Step 3 Final selection will be made on the basis of aggregate performance of candidates in Paper-I (CBE) + Paper-II (Descriptive) of Part-I and Part-II (APAR Evaluation). The Commission may fix minimum qualifying marks individually for Paper-I and Paper-II of Part-I.

Tie-Breaking Rules

3rd Tie-Break Date of birth – older candidates placed higher

How to Apply ?

The Application Form must be submitted only in online mode on the SSC website https://ssc.gov.in. The process consists of two parts: (i) One Time Registration (OTR) and (ii) Filling of online Application Form for the Examination. Candidates who have not generated their OTR on the new website (https://ssc.gov.in) will be required to do so; the earlier OTR generated on the old website (https://ssc.nic.in) will not be functional for the new website.

After completion of online Application Form, the printed copy accompanied with necessary documents must be duly forwarded by the respective Service/Cadre Controlling Authority to “The Regional Director, Staff Selection Commission (Northern Region), Block No.12, C.G.O. Complex, Lodhi Road, New Delhi-110003” so as to reach by 03.07.2026 (1800 hrs). Only those candidates whose application is forwarded by their Head of Department/Head of Office will be considered for admission to this Examination.

Certified true copy of the first page of the Service Book duly attested by Head of Department/Head of Office (showing Name, Father’s Name, Husband’s Name, Nationality, SC/ST Name if applicable, Date of Birth)

Certified true copy of particulars of service attested by Head of Department/Head of Office (posts held, scale of pay, nature of appointment – substantive/officiating/permanent/temporary)

Copy of certificate of essential educational qualification, if applicable

Form of certificate for disabled Defence Personnel while in service, wherever applicable

Certificate of disability in case of PwBD candidates

Live photograph captured through the application module (plain background, no cap/mask/glasses, full frontal view)

Scanned signature in JPEG format (10 to 20 KB; image dimension about 6.0 cm width x 2.0 cm height)

Important Instructions for SSC SSA/UDC Departmental Examination 2025 Candidates

This is a Limited Departmental Competitive Examination – only eligible serving JSA/LDC employees of the specified 10 participating cadres can apply.

Only one application form should be submitted; submission of multiple applications may lead to rejection of candidature.

After completion of online application, the printed copy must be forwarded by the Head of Department/Office through proper channel to reach SSC (NR) by 03.07.2026 (1800 hrs); applications not forwarded through proper channel will not be considered.

A candidate who resigns, quits service, or whose services are terminated after applying will not be eligible for appointment on the result of this examination.

No change in entries made in the online application form shall be allowed at any stage under any circumstances.

The examination shall be conducted in Delhi NCR only; no centre will be at any Indian mission abroad. Candidates serving abroad will have to appear in India at their own expense.

Admission Certificate for CBE will be issued online by uploading on the website of the Northern Regional Office; it will not be issued by post. Candidates are advised to regularly visit https://sscnr.nic.in.

Candidates must carry their Departmental Identity Card (Original) along with hard copy of Admission Certificate for appearing in the examination.

Candidates who have not undergone Aadhaar Based Authentication must carry at least two passport size recent colour photographs and Original valid Photo-ID proof with Date of Birth at the examination centre.

There is no provision for re-evaluation/re-checking of scores of any stage/paper(s) of the Examination; no correspondence in this regard shall be entertained.

Tentative Answer Keys of CBE will be placed on the SSC website after the examination; candidates can submit online representations within the time limit on payment of Rs. 50/- per question (non-refundable).

Candidates are advised to opt for Aadhaar-Based Authentication during the OTR process.

The appearance of a candidate at the examination must match the photograph in the application form – no change in appearance is permitted.
