Vacancy Circular

The Joint Electricity Regulatory Commission (JERC) for UT of Jammu & Kashmir and UT of Ladakh, a statutory body constituted by the Government of India, invites applications from officers under Central Government, State Governments, Union Territories, Public Sector Undertakings, Autonomous Bodies, and on deputation or Foreign Service terms.

Appointments shall be governed by the terms and conditions prescribed by JERC.

Details of Posts :

1. Secretary

Pay Level: Level-13
Pay Scale: Rs. 1,23,100 – 2,15,900

Educational Qualification :
Graduate Degree from a Government recognized Institution/University.

Experience Required :
Must have experience in secretarial functioning in Central Government, State Government, Union Territories, Public Sector Undertakings or Autonomous Bodies. Prior experience with regulatory institutions is desirable.

Eligibility :
Officers under Central Government/State Government/Union Territories/Public Sector Undertakings/Autonomous Bodies holding analogous posts on regular basis, or with 5 years regular service in the scale of Level-1

2. Director (Engineering)

Pay Level : Level-13
Pay Scale: Rs. 1,23,100 – 2,15,900

Educational Qualification : 
Bachelor Degree in Electrical Engineering or equivalent from a Government recognized Institution/University.

Experience Required :
Familiarity with generation, transmission, distribution systems, electricity operations, scheduling and operation.

Eligibility :
Officers under Central Government/State Government/Union Territories/Public Sector Undertakings/Autonomous Bodies holding analogous posts on regular basis, or with 5 years regular service in the scale of Level-12.

3. Director (Tariff)

Pay Level: Level-13
Pay Scale: Rs. 1,23,100 – 2,15,900

Educational Qualification :
MBA (Finance) / CA from a Government recognized Institution/University.

Experience Required :
Experience in tariff formulation, cost analysis and financial management.

Eligibility :
Officers under Central Government/State Government/Union Territories/Public Sector Undertakings/Autonomous Bodies holding analogous posts on regular basis, or with 5 years regular service in the scale of Level-12.

4. Director (Law)

Pay Level: Level-12
Pay Scale: Rs. 78,800 – 2,09,200

Educational Qualification :
Bachelor Degree in Law from a Government recognized Institution/University.

Experience Required :
Judicial or quasi-judicial matters including conducting hearings, record keeping of proceedings, handling of petitions, pleadings, drafting of case laws, and knowledge of electricity regulatory framework.

Eligibility :
Officers under Central Government/State Government/Union Territories/Public Sector Undertakings/Autonomous Bodies holding analogous posts on regular basis, or with 5 years regular service in the scale of Level-11.

5. Administrative-cum-Accounts Officer

Pay Level: Level-8
Pay Scale: Rs. 47,600 – 1,51,100

Educational Qualification :
Graduate Degree from a Government recognized Institution/University.

Experience Required :
Experience in general administration matters and personnel management is desirable.

Eligibility :
Persons under Central Government/State Government/Union Territories/Public Sector Undertakings/Autonomous Bodies holding analogous posts on regular basis, or with 5 years regular service in the scale of Level-7.

General Terms and Conditions :

Pay and allowances and other service conditions shall be governed by the Joint Electricity Regulatory Commission for UT of J&K and UT of Ladakh (Recruitment, Control and Service Conditions of Officers and Staff) Regulations, 2024, as amended from time to time.

JERC reserves the right not to fill up any or all of the advertised posts without assigning any reason.

JERC also reserves the right to cancel or amend the recruitment process at any stage without assigning any reason.

Age limit shall be calculated on the basis of the Matriculation Certificate or Date of Birth Certificate issued by a recognized Authority/Board/Council. No other document shall be accepted.

No TA/DA shall be admissible for attending interview.

Additional Terms and Conditions

Appointment on deputation or Foreign Service shall be for a period of five years. Extension beyond this period shall be done in consultation with the Central Government.

Candidates on deputation who wish to get permanently absorbed in the Commission may exercise the option for permanent absorption after completion of two years of deputation, subject to approval of the Commission.
