JK News: LG Sinha new mantra pre-emotive action against threat of terror
Against the backdrop of some of the rudely shocking incidents of terror attacks in Jammu and Kashmir since October 20, Lieutenant Governor Manoj Sinha on Monday directed officials and the security agencies to take “ pre-emptive actions” against threats posed by terrorists in a move to send a chilling message to all those plotting to bloody the landscape in this Union Territory.
In essence , this call means that terrorists should get a firm message that not only they cannot get away with their acts but also that they cannot get away with their plots at the planning stage that means that the terrorists and their backers have been put on notice . A bit of decoding of the “ preemptive actions against terror threats,” would reveal that they have been warned even of thinking of acts of terror, leave alone executing the same.
This, as LG Sinha, analyzed correctly , required a complete synergy between the security agencies, especially J&K police, army and even the civil administration, to nip in bud the whole problem of terrorism in tune with the Prime Minister Modi’s policy of zero-tolerance toward terrorism .
Why Lieutenant Governor has thought of preemptive actions against threat of terrorism ? It needs to be understood in a right perspective . It is a step ahead of the counter-terrorism operations and strategies deployed after attack by terrorists . This is to keep them away from the place and their targets much before they can even think of moving out of their hideouts to strike .
What is the stake of LG in doing this. One , of course, is his duty that he as head of the Union Territory has to perform. In the UT of J&K , it is the LG who has to plan, monitor and guide the security measures , and when it comes to Jammu and Kashmir, its demands are quite high . The LG has to live up to expectations of the nation with reference to the national security , and security of the people and at the same time he also is expected to be the motivating force for the security agencies and all those involved in saving the territory and the people .
More important for him is that it was during his tenure as LG which commenced on August 7, , 2020 that situation in Jammu and Kashmir got transformed from the most disturbed to normal in the UT. Yes, there are certain parameters which are frequently counted and outlined to substantiate this premise – like no stone throwing , drastic decline in terror-related incidents , incapacitation of terror leaders and arrival of tourists in huge numbers , and the latest being the most successful conduct of elections – first Lok Sabha and then followed by Assembly . He has been named as custodian of changing Kashmir with the unlimited support of Prime Minister Narendra Modi and Home Minister Amit Shah . As the custodian of this peace in J&K, Manoj Sinha cannot both as an individual and the constitutional authority let the gains go astray. He not only has to protect it, but also enhance the same after the elections to give a sense of empowerment to the people and the elected government that has taken over under the leadership of Omar Abdullah . He is performing his duty as a commitment to what his constitutional position obligates him and also as the man who has nurtured peace .
Having set such a high bar as his standard, LG Manoj Sinha has to work 24×7 to consolidate peace and all its parameters in Kashmir. The peace in places like Jammu and Kashmir which have seen armed conflict and criss-cross of contentious narratives for too long , peace takes time to become permanent feature . He has to reach that goal .
As he has gained enough understanding of the situation, dynamics of conflict resolutions , it is but natural for him to think of new strategies to double down in fight against terrorism . The pre-emptive action against threat of terrorism fits in that .
